Summary:

Major measures included HB 159 creating a Caddo Parish home incarceration pilot program with court, sheriff, and district attorney coordination; HB 364 directing public safety PSAs about celebratory gunfire; HB 414 on background checks for certain health care workers; HB 74 creating a Spectrum Alert program for missing children with autism; HB 568 increasing penalties for visible marijuana use in school zones; HB 786 prohibiting extrapolation in Medicaid provider audits; HB 1033 expanding the definition of critical infrastructure; HB 1041 limiting medical-intervention-based discrimination and mandates; HB 1062 revising the Special School District board; HB 1079 giving charter-school enrollment preference to certain preschool, military, foster care, and custody-ordered students; HB 1139 on discharge planning for involuntarily admitted behavioral health patients; HB 1182 changing occupational therapy licensure credentialing; HB 1214 creating an Office of State Health Care Facilities; and HB 1241 requiring insurers to check for child-support arrears before paying certain settlements. Most of these bills passed by wide margins, often after technical or substantive amendments.
Several local and administrative measures also advanced, including bills on utility district per diem, abolishing a police chief position in Edgefield, a crime prevention district fee, and New Orleans historic preservation penalties. The chamber also referred or temporarily returned a number of bills to the calendar, and one local bill on historic preservation in New Orleans was introduced at the end of the transcript. Overall, the meeting was marked by broad bipartisan support for many measures, with recorded roll-call votes on the more contested bills and no major procedural disputes beyond extended questioning on the marijuana-in-school-zones bill and the medical-intervention bill.

Early measures included SB 530, which funds grants for multigenerational social connection programs for older adults; SB 731, clarifying the legal status of the Maryland Statewide Independent Living Council; SB 809, directing a feasibility study on a caregiver infrastructure program; SB 860, creating an Aging Resilience Fund with reporting and budget protections; SB 910, requiring insurance reimbursement for services provided by graduate-level clinical interns under supervision; and SB 972, making several Baltimore City alcoholic beverages licensing changes. Each of these bills was advanced to third reading after committee amendments were adopted.

Budget and Taxation advanced SB 28, which would create binding arbitration for state employee collective bargaining impasses and include a proposed constitutional amendment requiring funding in the Governor’s budget; SB 466, expanding a physician preceptor tax credit and adjusting training-hour requirements; and later SB 704, concerning estate tax treatment for qualified agricultural property transferred to an LLC. SB 557, a gaming-related bill, was laid over until the end of the evening at the majority leader’s request. In the Education, Energy, and the Environment report, the committee advanced SB 35 on a state natural science museum designation, SB 166 on shellfish aquaculture permit sanctions, SB 189 on municipal drainage inlet safety requirements prompted by a child’s death, SB 242 on civil relief for service members and spouses, SB 266 on local regulation of invasive trees and tree-of-heaven, and SB 267 on a corporate rental-property registry and local housing application review process. SB 267 drew a brief question from the minority leader, who asked whether prior opposition remained and how the amended bill differed; the sponsor said the opposition had gone away and described the bill as now focused on a responsible-owner registry and an administrative review process.

Other approved measures included HB 1250 creating a Public Safety Technology Revolving Fund for local law enforcement grants, HB 2951 renaming Red Rock Prison as the Chief James Smith Correctional Center, HB 2961 creating a Gold Star Survivor tuition benefit, HB 3151 extending the school year to 173 days, and HB 3581 increasing penalties for riot-related offenses. The Senate also took up HB 3705, which would raise the Parental Choice tax credit cap from $250 million to $275 million, but the transcript cuts off during questioning on that bill.
