Summary:
The Senate Committee on Veteran Affairs heard several House bills related to veterans’ services, mental health, military leave, burial access, suicide data, and Veterans Month. House Bill 114 would transfer administration of certain veterans’ mental health initiatives from HHSC to the Texas Veterans Commission, create a TVC grant program for community-based mental health services, require a statewide veteran suicide prevention action plan, and mandate annual reporting. A committee substitute was mentioned, but members said they were not prepared to adopt it yet. No one testified for or against the bill, and it was left pending.
House Bill 1965 would direct TVC to study ways to expand access to mental health services through the military veteran peer network, including increasing peer support coordinators, with emphasis on rural communities and broader use in veterans treatment courts. Support testimony came from the Texas VFW, which emphasized the value of peer-to-peer support and the network’s role in suicide prevention. The bill was left pending after testimony. House Bill 2513 would clarify military leave rules for state-employed firefighters by counting their 24-hour or 48-hour shifts appropriately so they do not have to use vacation time to fulfill military duty; a firefighters’ representative testified in support, and the bill was left pending.
The committee also heard House Bill 1875, which would require the General Land Office and TVC to study veterans’ burial needs, access to cemeteries, and cemetery operational needs, and House Bill 39, which would require DSHS to provide TVC de-identified death certificate data when a veteran dies by suicide or homicide to improve understanding of veteran deaths. The Texas VFW supported HB 39. House Bill 1894 would designate November as Veterans Month in Texas. All of these bills were left pending, and members indicated they were waiting on committee substitutes before voting, with possible action later on the floor or in committee.

Summary:
The House Natural Resources and Energy Committee met and considered three Senate bills. SB 287 with Senate Amendment 2, a DNREC cleanup bill on recycling, would tighten recycling collection rules for haulers and commercial generators, require multifamily recycling education, repurpose the Delaware Recycling Fund, and add annual reporting; after brief questions and no public comment, the committee motion to release did not initially receive enough votes, so the bill was circulated for signatures. SB 346, which would speed Environmental Appeals Board hearing and decision timelines so DNREC secretary decisions become final if deadlines are missed, drew support from the Nature Conservancy and also failed to get enough votes at the meeting, so it too was circulated for signatures. The committee then took up SB 326, a major utility-regulation bill sponsored by Senator Hanson and Representative Heffernan that would cap certain non-mandatory utility spending, limit interim rates, increase oversight and transparency, and streamline rate-setting.
SB 326 generated extensive testimony and debate. Supporters, including the Public Advocate, Sierra Club, PSC staff, and some legislators, argued that Delmarva Power’s spending on non-mandatory infrastructure has risen far faster than inflation, that the company is a regulated monopoly, and that the bill would help restrain future delivery-rate increases without harming reliability because mandatory reliability, storm response, and vegetation management spending would remain allowed. Opponents, including Delmarva Power, business groups, contractors, labor representatives, and the Delaware Contractors Association, argued the cap would delay needed reliability and capacity projects, hurt economic development, reduce jobs, and interfere with utility planning; they also said supply costs, not distribution spending, are the main driver of recent bill increases. After public comment and additional questioning, the committee voted to release SB 326 on a split roll call, but because several members were absent the bill was also walked for additional signatures. The committee then adjourned.

Summary:
The House State Government Committee met with a quorum and first took up HJR 15, as amended by a committee substitute, which would return the granite Ten Commandments monument to permanent display on the new State Capitol grounds. Representative Baker described the monument’s history, its removal during construction in the 1980s, the 2000 effort to restore it, and recent Supreme Court changes that he said make the historical-tradition analysis more relevant than the former Lemon test. The resolution passed the committee 16-1 with two pass votes and was reported favorably to the House floor.
The committee then considered House Bill 30, sponsored by Representative Blanton, which addresses pension spiking in the Kentucky Public Pension Authority. Blanton said the bill codifies a court ruling clarifying that across-the-board pay raises are not pension spiking and noted support from fire, police, and state employees. Representative Tipton reminded members that pension bills should be reviewed by the Public Pension Oversight Board first and said this bill had been reviewed there without issue. The committee approved HB 30 unanimously, 20-0, with favorable expression.
House Bill 71, sponsored by Representative Duval, was next. KPPA Executive Director Ryan Barrow said the bill was requested by KPPA, vetted by the Public Pension Oversight Board, and would restructure KPPA by creating an Office of Financial Management and moving the current CFO into an executive director-level role overseeing that office, without affecting system funding requirements. Representative Johnson supported the measure as an administrative codification of current practice. The committee passed HB 71 unanimously, 20-0, with favorable expression.
Finally, the committee heard House Bill 182 from Representative Frasier Gordon, which would prohibit state government from using the word “free” to describe taxpayer-funded services. Gordon said the bill is intended to increase transparency and ensure taxpayers are credited for funding public services, while not changing any programs or benefits. Members questioned how the bill would be enforced, what alternative wording should be used, and whether the restriction could affect communication with low-income or low-literacy residents; Gordon said terms like “provided at no cost” or “paid for by taxpayers” would be acceptable and that the bill contains no penalty. The committee passed HB 182 17-3 with favorable expression and sent it to the House floor.
