At the end of the session, the chamber adopted a motion to immediately certify all bills passed that day to the House and then adjourned until the next scheduled meeting.

Members then recommended confirmation of Douglas Broxton to the State University System Board of Governors. Finally, SB 816, by Senator Bradley, would establish the University of Florida Diabetes Institute in statute to advance diabetes research, education, prevention, and outreach. Senators emphasized the institute’s potential to improve outcomes and attract grant funding, and the bill was reported favorably. The committee then adjourned.

SB 7004, concerning conviction integrity unit investigation information, was also reported favorably after testimony that state attorney conviction integrity units support keeping the exemption in place beyond its current repeal date.
Later, the committee took up SB 7014, presented by Senator Arrington on behalf of Senator Leitz, and adopted a committee substitute extending to October 2, 2031 two exemptions tied to Department of Legal Affairs investigations of social media platforms. The committee also approved SB 7016, which preserves the exemption for certain financial information used by economic development agencies to administer small business loan programs. At the end of the meeting, members recorded affirmative votes on several bills and the committee adjourned.

Public testimony included support from an artist advocate, who said AI transparency is needed to protect creators, and support statements from Adobe and Comcast. TechNet appeared for information only and said it appreciated the changes, including the removal of the capture device, the 30-day cure period, and the delayed effective date. The amendment was adopted, and HB 369 was then reported favorably by a 17-0 vote.
After the bill, the chair presented the subcommittee’s recommended 2025-2026 IT budget, totaling $528 million, including $146.5 million in general revenue and $382.2 million in trust funds. The proposal reflected a roughly 13% decrease from the prior year and emphasized funding for major ongoing projects such as the PALM/FLAIR replacement, the AHCA FX program, the Department of Revenue’s CAMS modernization, and the APD I-Connect system. No questions were raised, and the meeting adjourned without further business.

Members questioned why the vendor would repay money it did not receive, and the report was also held over to the June meeting for further explanation. A separate referred case at Camden-Fairview noted unauthorized credit card charges of $2,140, with $262 remaining as a loss after bank reversals. Staff also presented non-referred findings at Cedar Ridge, including improper Title I payroll charges, salary overpayment and underpayment errors, and an unreconciled bank account variance, and at Green County Technical School District, where a $1,400 vendor check was fraudulently diverted but later recovered. Those reports were filed after no objections.
During discussion, staff explained that Legislative Audit is trying to reduce recurring fraud and control problems by advising schools on verifying banking changes in person or through other direct contact, using bank controls such as positive pay, and monitoring accounts more frequently. Members encouraged schools to take audit training seriously and noted that clean reports should be recognized as a positive result. The remaining 52 reports with no findings were filed as reviewed, and the meeting adjourned with no new business.
