The chamber then passed House Bill 1112, which revises state aid road division laws to expand purchasing authority, increase authorized vehicles, and allow unused county road funds to be reallocated after a period of time, by 120-1. House Bill 737, with an adopted amendment, allows Medicaid providers to repay certain non-fraud overpayments in installments when immediate repayment would cause hardship and aligns the repayment timeline with federal law; it passed 116-0. The House also passed House Bill 479 on marriage and family therapy and psychology licensure changes, adopting an amendment that extends the time to verify credentials for out-of-state applicants and provides a temporary license, by 121-0.
Additional bills passed included House Bill 991 on third-party registration systems for used motor vehicle parts dealers and scrap metal processors (118-0), House Bill 1072 creating voluntary portable benefits accounts for independent contractors (119-0), House Bill 1137 revising CPA licensure education and experience requirements (118-1), House Bill 571 extending the foreign-national contribution ban to ballot measures (111-1), House Bill 630 allowing certain county electors to serve as municipal poll managers in small municipalities (113-4), House Bill 858 requiring election equipment internet connectivity to be disabled on election day (116-1), House Bill 788 changing how affidavit ballots can update voter registration information, with an amendment adopted, (115-3), and House Bill 908 tying Mississippi’s mail-ballot counting rule to the outcome of pending federal litigation so state and local races would be treated the same if the current federal-race rule is struck down (the bill was under discussion at the end of the excerpt).

CS for CS for SB 1804, which creates a capital offense for trafficking a child 12 or younger or a mentally incapacitated person for sexual exploitation, drew extensive debate and opposition from the Florida Conference of Catholic Bishops, the Florida Association of Criminal Defense Lawyers, and Floridaans for Alternatives to the Death Penalty; despite objections about constitutionality and ethics, it was reported favorably.
The committee also approved CS for SB 1838, expanding protections for court officials against tampering, harassment, and retaliation, and CS for CS for SB 890, the Emily Adkins Family Protection Act, which creates a statewide VTE registry and requires blood clot screening and training in hospitals and care facilities. Members and public witnesses spoke in strong support of the blood clot bill, including family members and survivors. Finally, the committee reported favorably CS for SB 1252, directing FDLE to study a statewide pawn data database, CS for SB 468, increasing penalties for fleeing or eluding law enforcement and allowing vehicle impoundment, CS for SB 490, expanding off-duty concealed carry eligibility for correctional officers and correctional probation officers, and CS for SB 572, the Pam Rock Act on dangerous dogs, which was amended to refine enclosure, confiscation, euthanasia, and insurance requirements.

Dr. Nicole Kirchoff of Live Advantage Bait and Adrian Johnson of the Florida Shellfish Aquaculture Association highlighted aquaculture’s economic and environmental value, Florida’s strong position in the industry, and challenges including hurricane losses, lack of insurance, land-use instability, capital access, and water quality. They urged support for working waterfronts, risk mitigation, and policies to help the sector commercialize and expand.
The committee also heard from dairy producers Kevin Lusher and Jacob Larson. Lusher described his family’s dairy and artisan cheese business, noting reliance on USDA grants, rising costs, labor shortages, and regulatory burdens, and asked for more grant support, marketing for Fresh From Florida products, and permanent funding for Farmers Feeding Florida. Larson discussed the broader dairy market, declining herd sizes due to efficiency gains, high production costs in Florida, and competition from out-of-state processing, suggesting incentives for local processing and supply management. Finally, FDOT Chief Planner Wayway Schen presented on arterial and local road funding programs, including ART, ARTW, SCOP, SCRAP, CIGP, and TRIP, and said rural road needs remain significant, with more than $16 billion in unfunded or partially funded project needs. Hawthorne and Wiley described raids and investigations involving warehouses, retail stores, cash seizures, and products they said were marketed to young people and often mislabeled or imported from other states. They also said the bill would help law enforcement by creating a clearer legal line and protecting legitimate CBD/CBG businesses.
Dr. Lindy McGee, speaking for the Texas Medical Association and Texas Pediatric Society, testified that retail THC products pose serious risks to children and adolescents, including addiction, impaired brain development, psychosis, suicide attempts, self-harm, accidental toddler ingestions, and possible long-term cognitive effects. She said there is no effective medication treatment for THC addiction comparable to nicotine cessation tools, and she supported restrictions such as child-resistant packaging, no marketing to minors, and age limits, while opposing criminal penalties for possession by minors. Senators asked follow-up questions about brain development, memory, dementia risk, pregnancy, and cardiovascular effects. No vote was taken during the portion provided, and the committee continued with invited testimony and questions.
