Requires the State Treasurer to use up to $44 million from the Unclaimed Property and Estates Fund to guarantee a loan made to a rural hospital for financial stabilization.

Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion.
Authorizes a teacher to immediately remove from the classroom setting a student who repeatedly interferes with the teacher's ability to communicate effectively with the students in the class or with the ability of the students to learn.
Allows city and county services for which net local transient lodging tax revenue may be used to be provided either directly by the city or county or indirectly by a special district.
Requires local governments to approve restoration or replacement of dwellings rendered uninhabitable under an alternative process that is not a land use decision.
