To amend sections 2903.01, 2929.03, 2929.04, and 2941.14 of the Revised Code to enact the Larry Henderson Act to specify that the penalty for aggravated murder for an adult offender is death or life without the possibility of parole if the victim is a peace officer, corrections officer, prosecutor, first responder, or military member.

To amend sections 2923.11, 2923.111, 2923.122, and 2923.17 and to enact section 2923.50 of the Revised Code to enact the Second Amendment Protection Act to safeguard the right to keep and bear arms.

To amend section 5747.01 of the Revised Code to allow a personal income tax deduction for certain donations to churches and to name this act the Tithing Protection Act.

To amend sections 5104.015 and 5104.04 and to enact sections 5104.044, 5104.303, 5104.304, and 5104.361 of the Revised Code to require video surveillance of child care centers, to establish an online portal for tracking child care center attendance, to require investigations of waste, fraud, and abuse allegations relating to providers of publicly funded child care, and to name this act the Child Care Fraud Prevention Act.

To enact sections 5.2322, 5.2411, 5.2412, 5.2413, 5.2414, 5.2415, and 5.268 of the Revised Code to make specified day and week designations relating to agriculture and to name this act the Agriculture Appreciation Act.

To amend sections 107.03, 126.02, 126.13, and 126.27 and to enact sections 126.025 and 126.026 of the Revised Code to require the use of zero-based budgeting in the development of the state budget.

To amend sections 1533.10, 1533.11, 1533.111, 1533.32, and 1533.321 of the Revised Code to allow Ohio residents who are 65 and up, instead of 66 and up, to qualify for discounted hunting and fishing licenses and permits.

To amend sections 3109.051, 3109.11, and 3109.12 of the Revised Code to require a court to order compensatory parenting time or companionship or visitation for failure to comply with, or interference with, an order or decree providing for parenting time or companionship or visitation.

To amend sections 4723.01, 4723.43, 4723.432, 4729.01, 4731.27, 4731.35, and 4761.17; to enact new sections 4723.433 and 4723.434 and section 4731.513; and to repeal sections 4723.433, 4723.434, and 4723.435 of the Revised Code to revise the law governing the practice of certified registered nurse anesthetists.

To amend section 5.21 of the Revised Code to designate November as "Veterans' month."

To amend sections 729.49, 735.29, and 743.04 and to enact sections 743.51, 743.52, 743.53, and 743.54 of the Revised Code regarding unpaid municipal utility services.
