To amend section 5.21 of the Revised Code to designate November as "Veterans' month."

To amend sections 2151.011, 2151.411, 2151.412, 2151.416, 2151.417, 2151.4122, 2151.424, and 5103.161; to enact new sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, and 2151.4120 and section 2151.317; and to repeal sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, 2151.4120, and 2151.4121 of the Revised Code to enact the "Fostering Sibling Success Act" regarding the rights of sibling youths in foster care and to provide for continuation of a child's placement and limit kinship preference in foster care.

To amend sections 729.49, 735.29, and 743.04 and to enact sections 743.51, 743.52, 743.53, and 743.54 of the Revised Code regarding unpaid municipal utility services.

To amend sections 1349.10 and 1349.101 and to enact section 109.1111 of the Revised Code to establish the Innocence Act Enforcement Fund, designate specified provisions of law as the Innocence Act, and clarify the Attorney General's enforcement authority.

To amend sections 109.11, 109.57, 109.572, 109.578, 109.579, 2151.357, 2746.02, 2901.08, 2923.125, 2923.13, 2923.14, 2929.01, 2929.13, 2929.14, 2929.34, 2930.171, 2941.141, 2941.144, 2941.145, 2941.146, 2951.041, 2953.25, 2953.26, 2953.31, 2953.32, 2953.34, 2953.39, 2953.61, 4723.28, 4729.16, 4729.56, 4729.57, 4729.96, 4752.09, and 5120.035 and to enact sections 2941.1427, 2941.1428, 2941.1429, 2953.311, 2953.321, 2953.322, and 2953.323 of the Revised Code to enact the Repeat Offender Act to create a repeat offender classification, to create and modify certain firearm specifications, to increase the penalties for certain firearm offenses and specifications, to broaden the scope of relief from firearms disability, and to modify the Sealing and Expungement Law.

To amend sections 4723.01, 4723.43, 4723.432, 4729.01, 4731.27, 4731.35, and 4761.17; to enact new sections 4723.433 and 4723.434 and section 4731.513; and to repeal sections 4723.433, 4723.434, and 4723.435 of the Revised Code to revise the law governing the practice of certified registered nurse anesthetists.

To amend sections 9.68, 109.69, 109.731, 311.41, 311.42, 311.43, 1547.69, 2921.13, 2923.11, 2923.111, 2923.12, 2923.121, 2923.122, 2923.123, 2923.124, 2923.125, 2923.126, 2923.127, 2923.128, 2923.129, 2923.1210, 2923.1211, 2923.1212, 2923.1213, 2923.16, 2923.17, 2953.35, and 4749.10 and to repeal section 1533.04 of the Revised Code to enact the Freedom to Carry Act to rename a concealed handgun license a concealed weapons license and to allow a concealed weapons licensee to carry a concealed deadly weapon other than an exclusive deadly weapon.

To enact section 5.621 of the Revised Code to designate "Fathers Walk Week."

To amend sections 5104.015 and 5104.04 and to enact sections 5104.044, 5104.303, 5104.304, and 5104.361 of the Revised Code to require video surveillance of child care centers, to establish an online portal for tracking child care center attendance, to require investigations of waste, fraud, and abuse allegations relating to providers of publicly funded child care, and to name this act the Child Care Fraud Prevention Act.

To amend sections 1533.10, 1533.11, 1533.111, 1533.32, and 1533.321 of the Revised Code to allow Ohio residents who are 65 and up, instead of 66 and up, to qualify for discounted hunting and fishing licenses and permits.

To enact sections 5.2322, 5.2411, 5.2412, 5.2413, 5.2414, 5.2415, and 5.268 of the Revised Code to make specified day and week designations relating to agriculture and to name this act the Agriculture Appreciation Act.

To amend sections 3701.83, 3718.02, 3718.021, 3718.03, 3718.06, 3718.11, 6111.44, and 6111.441 of the Revised Code to make changes to the law governing household sewage treatment systems.

To enact sections 2317.57 and 2317.571 of the Revised Code regarding notice about the possibility of reversing a chemical abortion.

To amend section 4117.10 and to enact section 4113.25 of the Revised Code to prohibit certain nondisclosure or confidentiality agreements regarding sexual abuse of a child.

To amend sections 4503.038, 4503.19, and 5502.68 and to enact sections 4503.261 and 4503.262 of the Revised Code to authorize a contract with a private vendor for the issuance of specialty license plates.
