A JOINT RESOLUTION requesting Congress recognize the protection of Wyoming's freedom of access to public lands, to allow responsible development of resources, recreation, agriculture, hunting, fishing, trapping, and conservation under multiple‑use frameworks, to protect local participation in land management decisions, and to keep public lands available to the people of Wyoming.

AN ACT relating to motor vehicles; exempting motor vehicles owned by tribal governments from paying county and state registration fees; requiring the department of transportation to issue distinctive license plates for vehicles owned by tribal governments; and providing for an effective date.

AN ACT relating to medical assistance and services; providing for increased reimbursement for skilled nursing homes under the Wyoming Medical Assistance and Services Act as specified; providing appropriations; specifying applicability; requiring reports; requiring rulemaking; and providing for effective dates.

AN ACT relating to crimes and offenses; specifying that using artificial intelligence to commit a criminal offense shall not be a defense to the offense; establishing criminal offenses concerning the use of synthetic sexual material or artificial intelligence against children; establishing criminal offenses concerning the use of artificial intelligence to promote self-harm or to censor political speech; providing immunity for developers of artificial intelligence systems as specified; specifying penalties; providing and amending definitions; providing causes of action; and providing for an effective date.

AN ACT relating to veterans; authorizing renovation of the Wyoming veterans' memorial museum; creating a task force; requiring reporting; providing appropriations; and providing for an effective date.

AN ACT relating to public utilities; requiring trains to be not more than a specified length; providing operational requirements; requiring the implementation of wayside detection systems; requiring visual inspections; providing civil penalties; requiring a report; providing definitions; authorizing positions; providing an appropriation and providing for an effective date.

AN ACT relating to the protection of constitutional rights; amending the Second Amendment Protection Act as specified; creating exceptions to the Second Amendment Protection Act; creating civil penalties; creating criminal penalties; creating an exception to the Wyoming Governmental Claims Act; providing definitions; making conforming amendments; and providing for an effective date.

AN ACT relating to abortion; creating the Reproductive Freedom Act; specifying the public policy of the state concerning reproductive rights; prohibiting the state from denying or interfering with a person's right to have an abortion before viability of the fetus or to protect the person's life or health; prohibiting unauthorized abortions; specifying a penalty; providing definitions; repealing conflicting provisions; and providing for an effective date.

AN ACT relating to literacy screening assessment and intervention; providing requirements for screening assessments, evidence based interventions and evidence based core literacy instruction for specified grade levels; requiring schools and school districts to submit improvement plans; requiring specific skills for literacy proficiency used in data collection; requiring school districts to maintain records; requiring professional development; requiring school districts to employ or consult with persons with literacy endorsements as specified; specifying additional duties for the Wyoming professional teaching standards board; repealing the reading assessment and intervention program; requiring reporting; requiring rulemaking; making conforming amendments; providing definitions; specifying applicability; and providing for effective dates.
