Amending the act of October 30, 1987 (P.L.375, No.75), entitled "An act providing for the designation of certain trees and land on the grounds of the State Capitol in Harrisburg as 'Soldiers' Grove' in honor of war veterans; imposing duties upon the Department of General Services; and making an appropriation," providing for the protection of hallowed ground; and imposing a penalty.
Prohibiting minor medical procedures that cause permanent and irreparable damage due to certain sex transitioning procedures; prescribing penalties; and establishing a private right of action.
Further providing for title of act; in preliminary provisions, further providing for definitions; and, in vehicles, further providing for license to engage in business, for reimbursement for all parts and service required by the manufacturer or distributor and reimbursement audits, for unlawful acts by manufacturers or distributors and for manufacturer or distributor repurchase of inventory and equipment and providing for consumer data protection.
Directing the Legislative Budget and Finance Committee to conduct an audit of the medical assistance programs of the Commonwealth and provide a report to the General Assembly.
Honoring and commemorating the Pennsylvania First Defenders for their historic service, valor and sacrifice in defense of the national capital at the outset of the Civil War.
Providing for sport activities in public institutions of higher education and public school entities to be expressly designated male, female or coed; and creating causes of action for harm suffered by designation.
Eliminating school district property taxes; imposing county and school district taxes; establishing the School District Emergency Fund and the School District Property Tax Elimination Fund; consolidating Articles II and III of the Tax Reform Code of 1971; in preliminary provisions relating to sales and use tax, providing for definitions; in taxation generally relating to sales and use tax, providing for exclusions and for transfer to county sales and use tax accounts; in preliminary provisions relating to personal income tax, providing for definitions; and making repeals.
Further providing for definitions, for proposed regulations and procedures for review and for final-form regulations and final-omitted regulations and procedures for review; providing for regulations deemed withdrawn; further providing for procedures for subsequent review of disapproved final-form or final-omitted regulations; and providing for concurrent resolution required for economically significant regulations.
