To amend sections 2903.01, 2929.01, 2929.12, 2929.14, and 2929.22 and to enact section 2941.1428 of the Revised Code to create new aggravated murder offenses for political motivation and political victims, to create a mandatory prison term for politically motivated offenses of violence, and to add political motivation to sentencing factors for felonies and misdemeanors.

To enact sections 3313.907 and 3317.166 of the Revised Code to designate a JROTC or NDCC program offered by a school district as a career-technical education program.

To amend section 4973.17 and to enact section 5502.54 of the Revised Code to create the escaped convict alert program and to allow a prior parent company of a bank to apply to the Secretary of State for the appointment and commission of banking police officers.

To enact section 5534.448 of the Revised Code to designate a portion of United States Route 6 in Lorain County as the "Police Officer Phillip Wagner Memorial Highway."

To enact sections 3724.01, 3724.02, 3724.03, 3724.04, 3724.05, 3724.06, 3724.07, 3724.08, 3724.09, 3724.10, 3724.99, 5164.27, and 5166.111 of the Revised Code regarding prescribed pediatric extended care centers.

To amend sections 909.07, 921.01, 921.06, 921.11, 921.16, 921.24, 943.26, 3314.03, 3326.11, 3328.24, 3701.132, and 3715.60 and to enact sections 3313.8110, 3345.88, 3715.601, 3715.602, 3715.603, 3715.604, 3715.605, and 5101.5410 of the Revised Code to regulate imitation meat and egg products and to revise various agriculture laws.

To amend sections 319.202, 5301.256, and 5323.02 of the Revised Code to modify the law that prohibits certain governments, businesses, and individuals from acquiring certain real property and to name this act the Ohio Property Protection Act.

To amend section 5747.02 of the Revised Code to phase-down the state income tax to a flat rate of 2.75% over two years.

To amend sections 149.43, 2929.20, 5120.115, 5120.21, 5149.10, and 5149.101 and to enact section 5149.102 of the Revised Code to require electronic recordings to be made of certain parole board hearings, to make electronic recordings of full parole board hearings public records, and to provide the prosecuting attorney access to Department of Rehabilitation and Correction health care records for certain parole and judicial release cases.

To amend sections 135.61, 135.62, 135.621, 135.623, 1733.04, and 1733.24 and to enact section 135.67 of the Revised Code to create the small defense business linked deposit program.

To enact new section 6109.20 and to repeal section 6109.20 of the Revised Code to prohibit a public water system from adding fluoride to its water.

To amend sections 2151.461, 3129.03, 3313.473, 3798.07, and 3798.12 and to repeal section 5122.04 of the Revised Code to prohibit the provision of mental health services to minors without parental consent.

To amend sections 304.02, 304.03, 715.23, 901.80, 935.03, 955.01, 955.011, 955.012, 955.02, 955.03, 955.04, 955.05, 955.06, 955.07, 955.10, 955.11, 955.12, 955.121, 955.14, 955.16, 955.20, 955.22, 955.221, 955.222, 955.26, 955.261, 955.40, 955.43, 955.44, 955.50, 955.54, 959.132, 1533.12, 1901.18, 1907.031, 2913.01, and 2921.321; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 955.01 (955.02), 955.011 (955.021), 955.012 (955.022), 955.013 (955.023), 955.02 (955.01), 955.09 (955.08), 955.10 (955.09), 955.22 (955.24), 955.221 (955.10), 955.222 (955.23), and 955.40 (955.262); to enact new sections 955.21 and 955.22 and sections 955.024, 955.60, and 955.61; and to repeal sections 955.08, 955.21, 955.23, 955.24, 955.25, 955.39, 955.51, 955.52, 955.53, and 955.99 of the Revised Code to make changes to the laws governing dogs, including dangerous and vicious dogs, and to name this act Avery's Law.

To amend sections 511.27, 511.28, 1545.041, 1545.21, 3709.29, 5705.23, and 5705.34 and to enact sections 511.271, 1545.212, and 5705.171 of the Revised Code to require certain subdivisions to obtain the approval of the body that created the subdivision before levying a property tax.

To amend sections 3509.03, 3511.02, and 3599.21 and to repeal section 111.31 of the Revised Code to prohibit any person from mailing out unsolicited absentee ballot request forms to any other person.
