To amend sections 2307.601, 2901.05, and 2901.09 and to enact sections 2901.091 and 2901.092 of the Revised Code to enact the Ohio Self-Defense Act to modify the law regarding self-defense.

To amend sections 164.07, 307.022, 307.671, 307.673, 307.674, 307.696, 308.21, 351.06, 353.03, 1506.44, 1710.02, 4115.03, 4115.034, 4115.04, 4115.06, 5540.03, 6117.012, and 6121.061 of the Revised Code to allow political subdivisions, special districts, and state institutions of higher education to elect to apply the Prevailing Wage Law to public improvement projects and to increase the threshold amount that triggers application of the Law for certain state public improvements.

To enact section 5534.915 of the Revised Code to designate a portion of State Route 13 in Knox County as the "William 'Bill' Burgett Memorial Highway."

To enact section 5534.427 of the Revised Code to designate a portion of U.S. Route 33 in Auglaize County as the "Lt. James A. Kirkendall Memorial Highway."

To enact sections 149.437 and 2950.036 of the Revised Code to specify that a video, taken by a public office depicting a minor at a public recreational facility with water activities, is not a public record, and is subject to restricted release, and to prohibit a sexually oriented offender or child-victim oriented offender from establishing or maintaining a library box.

To amend section 2921.32 of the Revised Code to expand the offense of obstructing justice.

To enact section 5534.971 of the Revised Code to designate an intersection in Uhrichsville, Ohio as the "Dale McCauley Memorial Intersection."

To amend sections 3301.16, 3301.53, 3313.671, 5104.014, 5104.015, 5104.017, 5104.018, and 5104.019 and to enact section 3301.532 of the Revised Code to revise the law governing childhood immunizations and exemptions and to name this act the Parental Clarity on Health Options and Information on Conscientious Exemptions "C.H.O.I.C.E." Act.

To amend sections 5739.02, 5747.01, and 5747.025 of the Revised Code to authorize tax incentives for conceived children and certain child care items and to name this act the Strategic Tax Opportunities for Raising Kids (STORK) Act.

To enact section 5.2322 of the Revised Code to designate October 4 as "Rutherford B. Hayes Day."

To amend section 1546.04 of the Revised Code to require the ODNR Chief of the Division of Parks and Watercraft to establish a discount program for veterans and service members for park services and rentals.

To enact section 3901.96 of the Revised Code to exclude nonprofit agricultural membership organizations from insurance regulations.

To amend sections 3335.02, 3335.09, 3337.01, 3339.01, 3341.02, 3343.02, 3344.01, 3345.45, 3350.10, 3352.01, 3356.01, 3359.01, 3361.01, 3362.01, 3364.01, 4117.14, and 4117.15; to enact new section 3333.045 and sections 3345.029, 3345.0216, 3345.0217, 3345.0218, 3345.0219, 3345.382, 3345.451, 3345.452, 3345.453, 3345.454, 3345.455, 3345.456, 3345.591, 3345.80, and 3345.88; and to repeal section 3333.045 of the Revised Code to enact the Advance Ohio Higher Education Act regarding the operation of state institutions of higher education.

To amend sections 3331.02 and 4109.07 of the Revised Code regarding age and schooling certificate requirements and work hours for a person under sixteen years of age.
