Requires the Oregon Health Authority to establish a fee-for-service rate for all medical assistance recipients at a certain rate for certain services. Requires health care providers to establish reimbursement rates for all services at a certain rate. Designates a violation of reimbursement rates and balance billing requirements as an unlawful practice of law. Requires health benefit plans, health care service contractors, the Public Employees' Benefits Board and the Oregon Educators Benefits Board to spend a certain amount on primary care payments. Requires the Department of Consumer and Business Services to establish penalties for insurers not meeting the primary care payment targets. Directs the Oregon Health Authority to establish a primary care expansion program to eligible health care clinics for specified purposes. Creates within the authority a primary care provider incentive program to provide financial incentives to eligible primary care providers. Defines "primary care provider."

This Act allows an owner a separate approval path for changes made to a home. (Flesch Readability Score: 67.5). Requires local governments to approve alteration, restoration or replacement of dwellings under an alternative process that is not a land use decision.

TriMet has to change its district boundaries and leave out certain areas. This rule will not go to a vote. People living in those areas should check if the change will mean new taxes for them. (Flesch Readability Score: 86.5). Requires the mass transit district known as TriMet to adopt an ordinance to modify district boundaries to exclude a specified territory. Provides that the ordinance may not be referred to or by electors. Requires persons in the specified territory to assess whether the boundary change results in any changes to tax liability.

The measure asks voters to prohibit legislators from voting on bills when faced with a conflict of interest. The measure states when this rule does not apply. (Flesch Readability Score: 67.7). Proposes an amendment to the Oregon Constitution to prohibit members of the Legislative Assembly from voting on legislative measures when faced with a conflict of interest. Permits a vote to occur if the legislative entity is otherwise unable to muster sufficient votes to pass or defeat the measure. Authorizes the Legislative Assembly by law to authorize a regulatory agency to provide oversight to ensure compliance with the conflict of interest requirements. Refers the proposed amendment to voters for their approval or rejection at next regular general election.

The Act tells OYA to study juveniles. (Flesch Readability Score: 66.7). Requires the Oregon Youth Authority to study the demographics of juveniles in the juvenile justice system in this state. The Act lets a law enforcement unit sponsor a reserve officer to train as a police officer. The Act lets the officer pay with cash or G.I. Bill money. Authorizes reserve officers sponsored by a law enforcement unit to pay for training as police with cash and G.I. Bill education benefits. Requires the Department of Public Safety Standards and Training to increase training class sizes by up to 25 percent as necessary to train sponsored reserve officers. Requires a reserve officer to remain with the law enforcement unit for at least three years after certification and allows the department to suspend or revoke certification if the reserve officer fails to comply. Requires the department to conduct a study of the impact of the measure on state and local public safety budgets and recruitment and maintenance of public safety and to submit a report to the interim committees of the Legislative Assembly related to public safety. Sunsets on January 2, 2032.

Requires PEBB to count the amounts paid from coupons or by other third parties toward any costs that an insured person must pay for their drugs. (Flesch Readability Score: 66.5). Requires the Public Employees' Benefit Board to count payments made by or on behalf of an enrollee for the cost of certain prescription drugs when calculating the enrollee's contribution to an out-of-pocket maximum, deductible, copayment, coinsurance or other required cost-sharing for the drugs. Takes effect on the 91st day following adjournment sine die.

The Act tells ODOT to come up with ideas to reduce traffic on I-5 and I-205 and find a way to pay for the ideas and not use tolls. (Flesch Readability Score: 78.2). Directs the Department of Transportation to create a corridor plan to reduce traffic on Interstate 5 and Interstate 205 between Portland and Vancouver, Washington. Directs the department to also develop a financing plan to implement the mitigation measures without imposing tolls. Takes effect on the 91st day following adjournment sine die.

Directs ODE to make a report on the cost of certain programs for special education. (Flesch Readability Score: 61.8). Directs the Department of Education to develop a formula and to submit a report related to the calculation of the cost of operating and administering a local, county or regional program of special education.
