Prohibits employers from denying an employee the right to have union representation in discussions concerning reasonable accommodation. Extends prohibition against discrimination in government services, programs and activities, to local governments. Prohibits employers from using minimum physical requirements to screen out persons with disabilities. Requires state contracting agencies and state agencies to include outreach, retention and recruitment of persons with disabilities in carrying out the agencies' affirmative action policies.

The Act keeps certain provider taxes in place. (Flesch Readability Score: 71.8). Extends the assessment on earnings from health plan premiums, the assessment on payments by the Oregon Health Authority to managed care organizations, the assessment on hospitals and the Oregon Reinsurance Program. Allows the Director of the Oregon Health Authority to adopt different rates of assessment for the net inpatient revenue and net outpatient revenue of hospitals. Extends the temporary increase in net reimbursement guaranteed to the Oregon Health and Science University for the costs of services paid for with Medicaid funds. Takes effect on the 91st day following adjournment sine die.

Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment no later than September 15, 2026. Sunsets on January 2, 2027.

The Act would create ways to increase diversity in the education workforce in the state. (Flesch Readability Score: 61.8). Appropriates moneys from the General Fund to the Department of Education for various purposes related to increasing the representation of marginalized populations in the education workforce in this state. Directs the Higher Education Coordinating Commission to award scholarships to administrator candidates who are from marginalized populations.

The Act makes a new tax credit for donating blood. (Flesch Readability Score: 84.9). Establishes a refundable personal income tax credit for making a blood donation to certain organizations during a declared period of emergency. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

Provides that a member of the Public Employees Retirement System who is a police officer or firefighter is disabled if the member is mentally or physically incapacitated and unable to perform the work the member performed at the time the member became disabled, instead of unable to perform any work. Allows a disabled member of the system to receive certain earned income without losing disability benefits. Declares an emergency, effective on passage.

The Act prohibits DOC, OYA or OHA from paying for certain health care for people in custody. (Flesch Readability Score: 60.1). Prohibits the Department of Corrections, Oregon Youth Authority or Oregon Health Authority from paying for or providing, directly or indirectly, gender-affirming care to individuals in the custody of a correctional facility in this state.

The Act makes all pharmacy drug sale receipts not taxed by the corporate activity tax. (Flesch Readability Score: 61.8). Exempts receipts from the sale of prescription drugs by all licensed retail pharmacies from commercial activity subject to the corporate activity tax. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

The Act would grant a specially assessed property tax value for the homes of people who are at least 70 years old. The Act would sunset after six years, but a home in the program that remained eligible would be able to stay in it past the sunset. (Flesch Readability Score: 67.9). Provides, for purposes of ad valorem property taxation, a specially assessed value for the homestead of individuals who are at least 70 years old. Sunsets the program after six years. Maintains the specially assessed value for homesteads granted the specially assessed value before the sunset date as long as the homesteads continue to qualify for it. Takes effect on the 91st day following adjournment sine die.

The Act says that the Governor has to interview at least one person who is part of a minority group when naming a person to the Port of Portland board. (Flesch Readability Score: 60.7). Requires the Governor to interview at least one candidate from an underserved racial, ethnic or minority population when making an appointment to the Board of Commissioners of the Port of Portland.
