Requires employers and employment agencies to include certain wage and benefit information in job postings for job, promotion and transfer opportunities. Requires employers to maintain certain employment records for each employee. Makes a violation an unlawful practice and permits the commissioner [of the Bureau of Labor and Industries] to assess civil penalties for a violation. [Establishes circumstances under which the commissioner may dismiss a complaint about a violation.] Permits the commissioner to issue a letter of explanation or education to an employer or employment agency instead of a civil penalty for a first violation. Requires the remainder of sums collected as penalties, after application toward reimbursement of costs, to be paid into the State Treasury and credited to the General Fund. Makes it an unlawful employment practice for an employer or an employment agency to retaliate or discriminate against an employee for invoking or exercising certain rights. Makes employment agencies subject to the prohibition against inquiries regarding salary history and past criminal convictions. Takes effect on the 91st day following adjournment sine die.

The Act prohibits certain contracts that shorten certain statutes of limitations. The Act sets the time limits for when BOLI must issue a notice of rights to a complainant. The Act sets the time limits for when a complainant must file a lawsuit after issuance of the notice. (Flesch Readability Score: 65.4). Prohibits employers from entering into agreements that shorten the statute of limitations with respect to violations over which the Bureau of Labor and Industries has enforcement authority. Designates a violation of the prohibition as an unlawful employment practice. Establishes time limits for when the Commissioner of the Bureau of Labor and Industries must issue a notice of rights to complainants. Clarifies that the bureau will not issue a notice for matters that have been resolved by a settlement agreement. Establishes time limits for filing a civil action after issuance of the notice. Makes conforming amendments. Declares an emergency, effective on passage.

The Act tells an agency to issue credits or adjust fees for fishing tags or permits when a fishing season is cut short or canceled. The Act applies to both recreational and commercial fishing seasons. (Flesch Readability Score: 60.9). Directs the State Fish and Wildlife Commission to issue credits or adjust fees for angling tags and permits when an angling season is shortened or canceled, in proportion to the portion of the season during which the tags or permits may not be used. Directs the commission to issue credits or adjust fees for commercial fishing permits when a commercial fishing season is shortened or canceled, in proportion to the portion of the season during which the permits may not be used.

The Act tells DOJ to look at victims and make a report. (Flesch Readability Score: 95.9). Requires the Department of Justice to study victims and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

Repeals the law that requires there to be a place for radioactive waste to be disposed of before a nuclear power plant may be sited in this state. Repeals the law that requires a proposed nuclear power plant first receive approval from the electors of this state. Refers the Act to the people for their approval or rejection. (Flesch Readability Score: 64.6). Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

This Act prohibits the sale of new clothes washers that do not have a filter for small fibers, starting in 2030. (Flesch Readability Score: 60.6). Prohibits the sale of new clothes washers that are not equipped with a microfiber filtration system, beginning January 1, 2030.

The Act tells OHA and CCOs to raise the rates at which hospitals are reimbursed for certain psychiatric services. The Act tells OHA to take steps to help coordinate care for civilly committed patients. (Flesch Readability Score: 62.6). Requires the Oregon Health Authority and coordinated care organizations to increase reimbursement rates for inpatient psychiatric services provided by hospitals to medical assistance recipients. Directs the authority, in partnership with acute care facilities, coordinated care organizations and community mental health programs, to develop care plans for civilly committed patients who are discharging from an acute care facility.
