[Extends the term of a contract entered into between the authority and a coordinated care organization to 10 years and directs the authority to review a coordinated care organization's performance after the initial five years.] Takes effect on the 91st day following adjournment sine die.

The measure asks voters to impose a tax on property to pay for projects to reduce risks from disasters. The tax would end after 20 years. The measure asks voters to say yes or no at the next general election. (Flesch Readability Score: 72.7). Proposes an amendment to the Oregon Constitution imposing a tax on property, providing that the tax is not subject to specified other constitutional limits on property taxes, providing that revenues from the tax must be deposited in an emergency resilience fund, providing that moneys in the fund may be used only for emergency resilience projects, and repealing these provisions on June 30, 2046. This Act stops the EQC from adopting, and stops the DEQ from enforcing, California rules that require some trucks sold in the state to have no emissions. (Flesch Readability Score: 60.3). Prohibits the Environmental Quality Commission from adopting motor vehicle emission standards to implement California standards requiring that some or all medium- or heavy-duty vehicles sold in the state be zero-emission vehicles. Prohibits the Department of Environmental Quality from enforcing such standards adopted prior to the effective date of the Act.

Makes a power provider recoup the costs to store the waste made from making electric power. (Flesch Readability Score: 63.6). Requires an electric utility to recover costs for storing the waste produced by an energy facility in generating electricity. Requires a person who develops an energy facility to disclose the costs of storing the waste produced by the energy facility in generating electricity. Adds lands that are inside Metro's UGB to Metro district upon adding to a Metro city. (Flesch Readability Score: 63.6). Adds lands to a metropolitan service district when those lands are within Metro's urban growth boundary and annexed by a city in Metro.

The Act says that plant-based foods are misbranded if their labels imply that they are made of meat or eggs. The Act tells an agency to try to exclude certain plant-based foods from federal nutrition programs. The Act tells agencies not to purchase certain plant-based foods. Provides that a manufactured-protein food product that bears a label suggesting that the food product is made from meat is misbranded unless the food product contains text disclosing that the food product is not made from meat. Provides that a fabricated-egg food product that bears a label suggesting that the food product is made from eggs is misbranded unless the food product contains text disclosing that the food product is not made from eggs. Instructs the Department of Human Services to request a waiver that excludes manufactured-protein food products and fabricated-egg food products from eligibility under federal nutrition programs. Instructs the State Board of Education and the Higher Education Coordinating Commission to separately adopt rules to prohibit the purchasing of manufactured-protein food products and fabricated-egg food products.

This Act makes solar plants on farm land work with farm or allowed nonfarm uses. (Flesch Readability Score: 84.4). Allows certain photovoltaic solar power generation facilities on lands zoned for exclusive farm use to operate alongside farm or allowed nonfarm uses on a tract.

The Act tells DHS, OHA and OHCS to take actions designed to improve hospital discharges. (Flesch Readability Score: 61.8). Directs the Department of Human Services and the Oregon Health Authority to study ways to expedite the eligibility determination process for long term care services and supports. Directs the department and the authority to study needed changes to the regulatory framework for certain facilities that serve residents with complex medical or behavioral health conditions. Directs the department and the authority to study options to expand medical respite programs and to partner with coordinated care organizations and insurers that offer Medicare Advantage Plans for individuals who are dually eligible for Medicare and Medicaid to promote timely and appropriate hospital discharges. Directs the authority to establish a post-hospital extended care benefit to cover a medical assistance recipient's stay in a skilled nursing facility for up to 100 days and seek any necessary federal approval. Declares an emergency, effective on passage.

This Act changes how air pollution is tested at a place that burns solid waste. (Flesch Readability Score: 78.5). Replaces the requirement that an owner or operator of a municipal solid waste incinerator conduct continuous monitoring or sampling of specified air contaminants with a requirement that the monitoring or sampling be conducted annually. Modifies the time for submission and implementation of a monitoring or sampling plan. Provides that the Department of Environmental Quality may modify the plan. Declares an emergency, effective on passage.
