Requires the authority and the department to report to the interim committees of the Legislative Assembly on [the implementation of] their progress in developing and implementing the portal. Directs the authority to study past barriers to and potential solutions for establishing a centralized system for health care practitioner credentialing information and report to the interim committees of the Legislative Assembly on the authority's findings and recommendations. Takes effect on the 91st day following adjournment sine die.

The Act adds certain schools and hands-on programs to the tuition program for veterans and their children. (Flesch Readability Score: 65.1). Provides for a waiver of tuition, fees and the cost of textbooks for veterans and the children of veterans from eligible post-secondary institutions. Includes community colleges and apprenticeship programs that are partnered with community colleges as eligible post-secondary institutions. Prohibits the amount of tuition that is waived for qualified students from being reduced by the amount of specified student aid received by the qualified students. Takes effect on the 91st day following adjournment sine die.

This Act requires landlords to test tenants' wells for contaminants. (Flesch Readability Score: 61.3). Requires, for each dwelling unit rented by a landlord for which the source of drinking water is an exempt well in a ground water quality management area, that the landlord collect and test samples of drinking water from the dwelling unit for arsenic, coliform bacteria, lead and nitrates. Requires the Oregon Health Authority to adopt implementation rules. Becomes operative on January 1, 2027.

The Act tells BOLI to study and report on certain protected activities. The Act tells BOLI to submit a report on the findings by a certain date. (Flesch Readability Score: 64.6). Requires the Bureau of Labor and Industries to study issues related to safeguarding protected labor relations activities. This Act says that inhalant delivery systems must have a refund value. Makers of those systems must carry out a plan to collect and dispose of them. (Flesch Readability Score: 67.7). Requires producers of inhalant delivery systems to join an inhalant delivery system producer responsibility organization and implement an inhalant delivery system producer responsibility program for the collection and disposal of inhalant delivery systems. Establishes a refund value for inhalant delivery systems sold in this state. Directs the Department of Environmental Quality to administer and enforce the requirements of the Act. Establishes the Inhalant Delivery System Producer Responsibility Fund. Takes effect on the 91st day following adjournment sine die.

The Act tells the DOJ to create a grant program to give moneys to certain entities. The Act directs the entities to use the moneys to reduce community violence. (Flesch Readability Score: 63.7). Requires the Department of Justice to develop and implement a grant program to award moneys to eligible entities to reduce community violence in communities experiencing disproportionately high rates of community violence. Takes effect on the 91st day following adjournment sine die.

The Act tells OHA to create a free pregnancy resources hotline that a person must call before having an abortion in this state. (Flesch Readability Score: 62.1). Directs the Oregon Health Authority to establish a toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when an abortion is medically necessary. Prohibits the performance of an abortion unless the pregnant person consulted with the pregnancy resources hotline at least 48 hours prior to the procedure. Creates an exception. Directs the authority to conduct annual records audits to ensure compliance with the provisions of the Act. Creates a penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.

The Act requires that a doctor provide the same standard of care to any child born alive that requires life-saving treatment. (Flesch Readability Score: 62.6). Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.

This Act stops CCRCs from ending programs without tenant consent. (Flesch Readability Score: 61.3). Prohibits a continuing care retirement community from eliminating or reducing a resident's services or programs that were included in the resident's initial residency agreement without the consent of the resident. Declares an emergency, effective on passage.

The Act tells DHS to start a pilot program to ban using SNAP benefits to buy unhealthy foods. (Flesch Readability Score: 71.0). Requires the Department of Human Services to operate a pilot program, subject to approval by the United States Department of Agriculture, to prohibit the purchase of foods of minimal nutritional value or foods with a high sodium, sugar or fat content using Supplemental Nutrition Assistance Program benefits. Declares an emergency, effective on passage.

The Act would exclude certain public lands from the OFPA. (Flesch Readability Score: 78.2). Excludes certain public lands from the provisions of the Oregon Forest Practices Act.

The Act creates a new exception to laws that allow the state to take back medical assistance paid to a person from the person's estate. (Flesch Readability Score: 63.0). Prohibits the recovery of medical assistance from an individual's estate under circumstances in which a child had been living in the individual's home and providing care to the individual. Directs the Oregon Health Authority and the Department of Human Services to seek any necessary federal approval.
