The Act adds OLCC agents to the meaning of the word "licensee." (Flesch Readability Score: 81.8). Includes a liquor store agent appointed by the Oregon Liquor and Cannabis Commission in the definition of "licensee" for purposes of alcoholic beverages laws. Declares an emergency, effective on passage.

The Act makes changes to laws about home loans and lender collateral. (Flesch Readability Score: 67.7). Provides that a court may not stay or prohibit a Federal Home Loan Bank from exercising rights to collateral pledged by an insurer-member that is subject to a delinquency proceeding. Requires a receiver to comply with provisions of this Act with respect to claims against the insurer-member. Requires a Federal Home Loan Bank that exercises a right to collateral to repurchase any outstanding capital stock that exceeds the amount of Federal Home Loan Bank stock that the insurer-member must hold as a minimum investment, subject to certain determinations. Prohibits a receiver from voiding the transfer of, or obligation to transfer, moneys or property under the terms of a Federal Home Loan Bank security agreement. Declares an emergency, effective on passage.

This Act gives money to OBDD to give grants to cities for infrastructure projects that will contribute to building more homes. (Flesch Readability Score: 64.6). Appropriates moneys to the Oregon Business Development Department to provide grants to specified cities to build infrastructure that will contribute to the development of housing under the program established by a 2024 Act. Extends sunsets for the program and for cities' reports on the program. Declares an emergency, effective July 1, 2025.

The Act lets two more types of health care practitioners be medical examiners. (Flesch Readability Score: 63.6). Provides that a licensed physician associate or nurse practitioner may be a medical examiner. Includes a licensure requirement for a physician who serves as a medical examiner.

The Act gives moneys to HECC for the SCYP at UO. The Act declares an emergency. The Act becomes law on July 1, 2025. (Flesch Readability Score: 75.3). Appropriates moneys to the Higher Education Coordinating Commission for distribution to the Sustainable City Year Program at the University of Oregon. Declares an emergency, effective July 1, 2025.

The Act would make all counties have a nonpartisan board of commissioners unless voters in the county choose not to do so. (Flesch Readability Score: 61.4). Provides that the governing body of a county shall be a nonpartisan board of five commissioners elected by the people of the county unless county voters choose not to do so. Requires a county to provide by ordinance or resolution for the structure of the board, the board districts, if any, the election procedures and compensation for the commissioners if the county voters have not chosen to exempt the county from the provisions. Becomes operative on January 1, 2027.

This Act tells a cooperative and retail stores to expand the use of reusable cans or bottles. (Flesch Readability Score: 65.1). Requires a distributor cooperative to implement a managed system for reusable beverage containers that achieves certain sales and return rates. Requires certain beverage container dealers to provide shelf space for reusable beverage containers.

The Act makes separate statutes for fentanyl crimes. The Act also increases sentences for some fentanyl crimes. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 66.1). Separates the possession, delivery and manufacture of fentanyl from general controlled substance offense statutes into separate statutes. Establishes a mandatory minimum sentence for the delivery of fentanyl to a person under 18 years of age. Beginning July 1, 2033, prohibits optional probation or a downward departure as a sentence for the manufacture or delivery of fentanyl if a person has a previous conviction. Declares an emergency, effective on passage.

The Act says that people may not ride Class 3 e-bikes on bike lanes, sidewalks or bike paths under the OVC. (Flesch Readability Score: 80.7). Prohibits operating a Class 3 electric assisted bicycle on a sidewalk, bicycle lane or bicycle path.

The Act creates an agency budget. (Flesch Readability Score: 73.8). Limits expenditures of lottery funds from the Watershed Conservation Grant Fund for local grant expenditures by the Oregon Watershed Enhancement Board for a six-year period beginning July 1, 2025. Declares an emergency, effective July 1, 2025.

The Act makes changes to laws about the I-5 bridge project and tolling. (Flesch Readability Score: 83.0). Modifies, adds and repeals laws related to the Interstate 5 bridge replacement project.

Tells some health insurers and Medicaid plans to cover more drugs and treatment for HIV. (Flesch Readability Score: 73.1). Requires health benefit plans and medical assistance managed plans to provide coverage with no cost-sharing for additional treatment for human immunodeficiency virus and prohibits requiring prior authorization.

Allows the HECC to set fees by rule to pay the cost of reviewing a school's application for approval. (Flesch Readability Score: 67.3). Removes the statutory amounts that the Higher Education Coordinating Commission may charge for determining whether a school may confer or offer to confer a degree upon a person or provide academic credit applicable to a degree. Authorizes the commission to adopt rules imposing fees necessary to recover designated costs in reviewing a school's application for commission approval.

Allows the HECC to seek a court order to require career schools to comply with certain laws. (Flesch Readability Score: 75.1). Permits the Higher Education Coordinating Commission to seek an injunction against a person or career school that is engaged, has engaged or is about to engage in any activity in violation of career school licensure requirements and standards. Specifies what an injunction may require.

The Act would tell PSU to conduct a study on farmworker labor standards. Tells HECC to submit reports on the findings. The Act would tell LPRO to conduct a study on labor standards in the agricultural industry. Tells LPRO to submit findings to the legislature by September 15, 2026. The Act takes effect when the Governor signs it. (Flesch Readability Score: 60.8). Directs the Higher Education Coordinating Commission to distribute moneys to the Center for Public Service at Portland State University to conduct, in consultation with Oregon State University, a study examining the labor standards and working experiences of farmworkers in this state. Requires the center to integrate the study findings with the study conducted by the Legislative Policy and Research Director. Directs the commission to submit reports on the findings of the study to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources by certain dates. Directs the Legislative Policy and Research Director to conduct a study relating to the labor standards in the agricultural industry and the rights and protections afforded to farmworkers in this state. Requires the director to submit a report to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources no later than September 15, 2026. Declares an emergency, effective on passage.
