Makes an owner and a direct contractor jointly and severally liable in a civil action for any unpaid wages owed to the unrepresented employees of the direct contractor and subcontractors at any tier. Provides the statute of limitations for actions regarding recovery for unpaid wages. Specifies that the joint and several liability provisions for unpaid wages do not apply to construction work relating to real property that is used as the owner's principal residence or real property with five or fewer residential or commercial units on a single tract. Clarifies that the Attorney General may accept the assignment of claims and bring civil actions in the name of the State of Oregon on such claims. Permits the Attorney General to adopt rules regarding the assignment of claims. Requires notice to be sent by certified mail that informs the owner and the direct contractor of the alleged violation and specifies the time period within which the owner and the direct contractor may correct the alleged violation. Creates a rebuttable presumption that, in any action for unpaid wages, the person performing labor on a construction project is an employee. Provides that the party claiming otherwise may rebut the presumption by establishing that the person qualifies as an independent contractor. Provides that an owner may bring an action against a direct contractor to recover damages for amounts paid by the owner. Requires subcontractors to provide certain payroll records and other information to the owner or the direct contractor, upon request. Provides that subcontractors shall provide certain payroll records to an authorized third party representative in certain circumstances. Permits the owner and the direct contractor to withhold payment to a subcontractor in certain circumstances. Clarifies that the owner or direct contractor may withhold payment in an amount and to the extent that the owner or direct contractor paid, on behalf of the subcontractor, wages owed to the subcontractor's employees.

The Act removes the limit on the maximum amount that a CAC can receive from the CAC One-Time Grant Fund. (Flesch Readability Score: 67.2). Modifies eligibility requirements for distributions from the Children's Advocacy Center One-Time Grant Fund. Declares an emergency, effective on passage.

Allows for the recovery of the greater of statutory or actual damages, and for punitive damages. Bars a cause of action if the covered platform is participating in arbitration or in compliance with a final arbitration order, judgment or settlement agreement. Bars a cause of action for access that occurs between January 1, 2026, and December 31, 2027, if the covered platform elects to pay a certain sum amount. Allows a covered platform or group of digital journalism providers to initiate an arbitration process to determine a percentage of the covered platform's advertising revenue to be remitted to the digital journalism providers. Requires online platforms to report annually certain information about compensation paid to digital journalism providers. Establishes the Oregon Civic Information Consortium. Directs the consortium to award grants for applicants that seek to improve civic information.

The Act requires ODHS to pay parents to provide in-home care for minor children with disabilities. The Act requires ODHS to seek out all means to get federal matching funds from CMS to pay for the care. (Flesch Readability Score: 71.4). Requires the Department of Human Services to pay parents to provide attendant care services for children with developmental disabilities who have very high behavioral health or medical needs. Directs the department to seek any federal funding available for attendant care services no later than January 1, 2026. Declares an emergency, effective on passage.

Keeps one party to a franchise agreement from telling the other party when the other party must do business. Takes effect 91 days after the session ends. (Flesch Readability Score: 61.5). Prohibits agreements between franchisors and franchisees from requiring franchisees to conduct business during hours or days the franchisee deems unprofitable or unsafe or on religious holidays. Takes effect on the 91st day following adjournment sine die.

The Act requires each county to have a place to treat certain people who are in custody waiting for trial. (Flesch Readability Score: 68.0). Requires each county to have a facility jointly managed by the sheriff and community mental health program director to house and treat individuals with behavioral health disorders or intellectual or developmental disabilities who are in the custody of the county sheriff pending trial. Lets a lender who gives a lump sum as the loan in a reverse mortgage get only that part of the total equity in the house to which the lump sum is equal at the time the lender gives the lump sum.
