This Act makes the DLCD write guidance for siting child care facilities. (Flesch Readability Score: 67.7). Requires the Department of Land Conservation and Development to develop guidance for local governments on siting, and incentivizing the development of, child care facilities on or before December 31, 2026. Requires the department to publish the guidance and deliver a copy to the interim committees of the Legislative Assembly related to land use or child care. Takes effect on the 91st day following adjournment sine die.

The Act restricts pretrial release for persons who commit a new felony sex crime while on pretrial release for a felony sex crime. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 61.9). Provides that when a person is charged with committing a new felony sex crime while on pretrial release for a felony sex crime, the person is only eligible for release after a hearing during which the court determines whether security release may be denied, and if security release is allowed, the person must deposit the full security amount set by the court. Declares an emergency, effective on passage.

Requires school districts and ESDs to prepare a report about legal acts occurring during the school year. (Flesch Readability Score: 60.1). Requires school districts and education service districts to prepare an annual report of the legal processes involved in by the district during the school year, including the legal expenditures of the district for the school year.

This Act stops landlords of mobile and floating home parks from banning political campaigns from knocking on doors. (Flesch Readability Score: 61.6). Prohibits landlords from banning political canvassing or solitication in manufactured dwelling parks and marinas. Takes effect on the 91st day following adjournment sine die.

This Act allows some workers to apply pesticides without a license if they use a device that runs on a battery. (Flesch Readability Score: 60.6). Creates a pesticide licensing exemption for certain employees using a battery-powered device to apply pesticides. Takes effect on the 91st day following adjournment sine die.

The Act says that ODOT must study speed bumps. (Flesch Readability Score: 94.3). Requires the Department of Transportation to study the development of uniform standards for speed bump height and markings. Sunsets January 2, 2027.

Stops people in charge of companies that do not do medical work from running both the company and another entity that does medical work. Stops companies from telling their workers that they cannot work for someone else, say that the company is bad or speak out about bad acts. Stops companies from punishing those who speak out. (Flesch Readability Score: 61.3). Prohibits a management services organization[, an individual who works as an independent contractor with a management services organization] or a shareholder, director, officer or employee of a management services organization from owning or controlling shares in, serving as a director or officer of, being an employee of, working as an independent contractor with or otherwise managing, directing the management of or participating in managing a professional medical entity with which the management services organization has a contract for management services. Specifies what conduct constitutes ownership or control of a professional medical entity. Voids noncompetition agreements, nondisclosure agreements and nondisparagement agreements between certain business entities and medical professionals, with specified exceptions, and prohibits the business entities from retaliating against the medical professional for violating the void agreements. [Punishes violations of specified provisions of the Act as an unlawful trade practice under the Unlawful Trade Practices Act.] Voids and makes unenforceable agreements that violate prohibitions against management services organization control of professional medical entities and permits a professional medical entity or medical licensee to sue to recover an ascertainable loss of money or property as a result of the violation. Declares an emergency, effective on passage.

The Act tells an agency to study rules related to water. (Flesch Readability Score: 64.9). Directs the Water Resources Department to study rules related to water. Directs the department to submit findings to the interim committees of the Legislative Assembly related to water not later than September 15, 2026.

The Act tells DAS to do a study on compensation. (Flesch Readability Score: 78.2). Requires the Oregon Department of Administrative Services to study compensation for public service. Directs the department to submit findings to the interim committees of the Legislative Assembly related to rules not later than September 15, 2026. Sunsets on January 2, 2027.

Creates a violation if a student does not attend school. (Flesch Readability Score: 69.7). Creates a violation for failure to comply with compulsory school attendance requirements. Punishes by a maximum fine of $500. Declares an emergency, effective July 1, 2025.

The Act allows exempt wells to use a set amount of water per day for irrigating lawns and gardens. (Flesch Readability Score: 67.3). Permits certain exempt ground water users to withdraw up to 3,000 gallons of water per day for watering any lawn or noncommercial or commercial garden that does not exceed one-half acre. Provides that the exemption applies to the use of water for growing industrial hemp but otherwise not to the use of water to grow plants in the plant Cannabis family Cannabaceae. Provides that, for two years, the exemption does not apply to the use of ground water for watering any commercial garden in the Lower Umatilla Basin Groundwater Management Area. Specifies that the total combined use for industrial or commercial purposes, when combined with a commercial garden, may not exceed 5,000 gallons per day.

The Act would have a county at high risk of financial distress hold back three percent of property taxes to be used to fund the work of the county assessor. (Flesch Readability Score: 60.7). Authorizes a county tax collector to withhold from property tax distributions to taxing districts within the county an amount equal to three percent of the distributions. Applies during any period in which the county is listed in an audit report of the Secretary of State as being at high risk of financial distress. Requires the county to use the withheld amounts to fund the office of the county assessor. Takes effect on the 91st day following adjournment sine die.

The Act tells DAS to do a study on state finance. (Flesch Readability Score: 95.6). Requires the Oregon Department of Administrative Services to study state finance. Directs the department to submit findings to the interim committees of the Legislative Assembly related to ways and means not later than September 15, 2026. Sunsets on January 2, 2027.

The Act directs DOJ to conduct a study on crime victim rights and report the findings to the legislature. (Flesch Readability Score: 62.8). Requires the Department of Justice to study improvements to crime victim rights notification procedures. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
