The Act tells ODOT to study car crash rates at big games or concerts compared to car crash rates when the events are not happening. The Act tells ODOT to report the results of the study to the JCT and give the JCT ideas about how to stop car crashes at the events in the future. (Flesch Readability Score: 69.6). Requires the Department of Transportation to study the occurrence of vehicular accidents near entertainment events and provide a report to the Joint Committee on Transportation on how to prevent accidents in the future. Requires the heads of nonprofits to file a SEI if the nonprofit got at least $1 million in state funds or spoke to the legislature about getting state funds in the last five years. Requires the heads of businesses to file a SEI if the business got at least $1 million in state funds in the last five years. (Flesch Readability Score: 63.6). Requires a statement of economic interest to be filed by all members of the board of directors or governing body of a nonprofit that has either received or submitted testimony to the Legislative Assembly requesting $1 million or more in state capital construction funding over the previous five years. The Act would set up a grant program for capital repairs at small-town rodeos. (Flesch Readability Score: 65.7). Directs the Oregon Business Development Department to develop and administer a program for awarding grants to rodeo organizations based in communities with a population of 12,000 or less to fund certain capital projects on existing rodeo property.

Sets up a body to talk to state agencies about how to make grants and buy goods and services for the state from not for profit organizations. (Flesch Readability Score: 63.4). Directs the Oregon Business Development Department to distribute moneys available through the federal State Small Business Credit Initiative to Lit Motors, Inc., to fund the manufacture of electric vehicles in Oregon, with attendant economic benefits.
