The Act tells ODHS to seek a waiver of certain federal SNAP requirements. (Flesch Readability Score: 63.4). Requires the Department of Human Services to seek a waiver of federal requirements in the Supplemental Nutrition Assistance Program in order to allow recipients of supplemental nutrition assistance to receive advance installment payments of the tax credit for dependent care expenses. The Act tells DOJ to report each year to an interim committee on court cases in the previous year that made the state have to pay money. (Flesch Readability Score: 66.6). Directs the Department of Justice to report each year to an interim committee of the Legislative Assembly related to the judiciary on court cases in the previous year that have resulted in a judgment against the state or in a settlement that requires the state to pay money to another party.

The Act allows agencies to award moneys under a grant program related to living with beavers on private land. The Act directs an agency and a committee to report on the grant program. Establishes the Landowners Living with Beavers Grant Program Subaccount in the Oregon Conservation and Recreation Fund. Authorizes the State Department of Fish and Wildlife to award block grants from the subaccount under the Landowners Living with Beavers Grant Program, on recommendations from the Oregon Conservation and Recreation Advisory Committee. Directs the department and the committee to jointly report on the grant program to committees or interim committees of the Legislative Assembly related to the environment on or before September 15, 2027. Appropriates moneys from the General Fund to the department for deposit in the subaccount for purposes related to the grant program. Takes effect on the 91st day following adjournment sine die.

Directs ODE to study the state of education in this state. (Flesch Readability Score: 72.6). Requires the Department of Education to study the adequacy of public education in this state for kindergarten through grade 12. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.

The measure would simplify how exempt property is taxed. It takes effect only if the people vote for it. (Flesch Readability Score: 72.5). Proposes an amendment to the Oregon Constitution to exclude partial exemptions of the assessed value of property, and tax credits against property taxes on property, from the requirement that the maximum assessed value of the property be redetermined when the property is first granted or disqualified from a partial exemption or property tax credit. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

The Act directs each board of a higher learning school to limit the number of nonresident students. The Act requires the limit to be no more than 35% of the total student population. Directs the governing board of public universities in this state to adopt a policy that limits the enrollment of students who have not established residency in this state to 35 percent of the total student population at that university. The Act creates a committee to review proposed measures that require a health plan to pay for a certain type of health service or a health service that is provided by a certain type of provider of health care. The committee must report the results of its review of each measure to the legislature. The LPRO director staffs the committee. (Flesch Readability Score: 66.6). Establishes the Health Insurance Mandate Review Advisory Committee, staffed by the Legislative Policy and Research Director, to meet during interims between sessions of the Legislative Assembly to review a specified number of proposed measures sponsored by or submitted to the interim committees of the Legislative Assembly related to health if the measure requires health insurance policies to reimburse specified health care providers or to reimburse the cost of a specific service. Specifies the membership of the committee and the type of review that the committee must undertake. Requires the committee to produce a report of its findings on each proposed measure no later than January 15 of the year in which the measure may be introduced or 15 days after a review is requested, whichever is later. Requires the director to report to the Legislative Assembly, by September 15, 2027, on the work of the committee and recommendations for legislation. Sunsets June 30, 2028. Takes effect on the 91st day following adjournment sine die.

The Act would make changes to provisions of workers' comp law that deal with the timing of a worker's claim and the worker's engagement in training. (Flesch Readability Score: 60.0). Allows a worker to receive permanent disability payments and complete the appeal of a notice of closure while engaged in training. Allows the redetermination of a worker's permanent total disability compensation after ceasing to engage in training. Allows a worker to postpone the selection of a training program and engagement in the program until after claim closure becomes final.

Expands the definition of "local correctional facility" under the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program to allow people at other types of county facilities to receive opioid use disorder treatment and transition planning services.
