Directs the task force to study the creation of a statewide desalination program. Requires the task force to report to an interim committee of the Legislative Assembly related to water no later than December 15, 2026. Sunsets the task force on December 31, 2026. The Act requires BOLI to study certain issues about pay equity. The Act requires BOLI to submit a report by a certain date. (Flesch Readability Score: 62.7). Requires the Bureau of Labor and Industries to study issues regarding the payment of certain bonuses under the pay equity law. Directs the bureau to submit findings to the interim committees of the Legislative Assembly related to business and labor not later than September 15, 2026. Sunsets on January 2, 2027.

Tells a public body that buys electric cars or solar panels that it needs proof from the vendor that no forced labor was used in producing the car or panel. Specifies penalties for lying about the proof. (Flesch Readability Score: 66.8). Requires public bodies that procure electric vehicles and solar photovoltaic energy systems to receive before entering a contract for the electric vehicle or solar photovoltaic energy system a certification from the manufacturer, distributor, vendor or supplier that the production, assembly, transportation or sale of the electric vehicle or solar photovoltaic energy system did not use or involve forced labor or oppressive child labor. Requires probative evidence to accompany the certification. Provides that a person that supplies a certification that is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate is liable for a civil penalty of not more than $10,000 or half of the price the public body paid for the electric vehicle or solar photovoltaic energy system. Subjects the public body to similar penalties for knowingly or intentionally accepting a certification that the public body knows is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate. Takes effect on the 91st day following adjournment sine die.

Creates a public company to take and securely hold cash from people who do business in cash. Tells the company what its powers and functions are. Creates a fund the public company can use to carry out its functions. Tells the Secretary of State to audit the public company each year. Tells the Attorney General to defend the public company against actions brought against the company as it carries out its functions. (Flesch Readability Score: 61.0). Establishes the Oregon Cash Depository Corporation as an independent public corporation and prescribes the corporation's purposes and powers. Directs the corporation to lease or acquire real property and construct or renovate offices, facilities and business locations throughout the state at which the corporation receives, handles, stores and dispenses cash and other valuable property. Establishes the Oregon Cash Depository Corporation Fund in the State Treasury and requires the corporation to deposit all moneys the corporation receives into the fund. Permits the corporation to invest the moneys in the fund and a fraction of the corporation's deposits in accordance with the provisions of the Act. Subjects the corporation to an annual audit by the Secretary of State and requires the corporation to respond to the recommendations in the audit report. Requires a study of the corporation's operations every four years and a report to the Legislative Assembly. Requires the Attorney General to defend the corporation and the directors, officers and employees of the corporation against a claim or charge brought for actions in performing the duties of the corporation. Becomes operative January 1, 2026. Declares an emergency, effective on passage.

The Act would provide funds for a multiuse sports facility in Douglas County. (Flesch Readability Score: 63.4). Appropriates moneys for the purpose of seeding the capital campaign and expanding fundraising efforts for a multiuse recreational facility to serve the greater Roseburg and Douglas County communities. Declares an emergency, effective on passage.

Makes students and school coaches learn about and respond to cardiac events. (Flesch Readability Score: 60.7). Prescribes requirements for sharing information, training and guidelines for student athletes related to symptoms of a cardiac event.

The Act says that marijuana items and stores have to warn people that the use of marijuana by a person who is pregnant might cause danger. (Flesch Readability Score: 60.0). Requires a marijuana retailer and a medical marijuana dispensary to post warning signs regarding the consumption or use of marijuana during pregnancy. Requires marijuana items and inhalant delivery systems that contain an industrial-hemp derived vapor item to include in labeling that consumption or use of marijuana during pregnancy may be dangerous.

The Act tells an agency to study animal sanctuaries. The Act tells the agency to report on the study. (Flesch Readability Score: 63.6). Requires the State Department of Fish and Wildlife to study animal sanctuaries. Directs the department to submit findings to the committees or interim committees of the Legislative Assembly related to wildlife no later than September 15, 2026.

The Act says that items that have cannabis in them must have a label that says a person has to be at least 21 years old to consume or use the item. (Flesch Readability Score: 68.6). Requires labels on marijuana items and inhalant delivery systems that contain industrial hemp-derived vapor items to include that the minimum age for consumption or use is 21 years of age.

The Act makes new laws for how administrative rules apply to farmworker labor housing. The Act takes effect when the Governor signs it. (Flesch Readability Score: 66.4). Limits the applicability of certain administrative rules relating to the siting, permitting or location of agricultural labor housing in connection with a livestock operation. Prohibits the Director of the Department of Consumer and Business Services from retroactively enforcing the rules with respect to certain agricultural housing unless there exists an immediate hazard to the health and safety of agricultural workers occupying the housing. Prohibits the director from adopting rules that require the relocation, modification or demolition of certain agricultural labor housing to comply with certain rules adopted on or after the effective date of this Act. Declares an emergency, effective on passage.
