The Act makes separate statutes for fentanyl crimes. The Act also changes parts of House Bill 4002 from last session. (Flesch Readability Score: 65.5). Separates the possession, delivery and manufacture of fentanyl from general controlled substance offense statutes into separate statutes. Adds fentanyl to certain statutes creating mandatory sentences for manufacture and delivery crimes. Expands the definition of "local correctional facility" for the Oregon Jail-Based Medications for Opioid Use Disorder Grant Program to allow people at other types of county facilities to receive opioid use disorder treatment and transition planning services. Provides that a pharmacist may register with the Drug Enforcement Administration to prescribe, dispense and administer medications for treatment of opioid use disorder under specified circumstances. Modifies pharmacy prescription locker provisions. Modifies conditional discharge procedural provisions and when a deflection program coordinator provides notice of completion of the program to the court. Modifies the procedures for sealing records related to drug enforcement misdemeanors. Authorizes the Oregon Criminal Justice Commission to establish a formula for determining the proportion of grant funds available to counties as part of the Oregon Behavioral Health Deflection Program. Declares an emergency, effective on passage.

The Act allows Oregon veterans who are 80 percent disabled not to have to pay costs for certain college classes. The Act includes the spouse and child of those disabled veterans. The Act declares an emergency and becomes law when the Governor signs it. (Flesch Readability Score: 61.2). Expands tuition benefits available to disabled veterans to permit veterans who are Oregon residents and are 80 percent or more disabled, and the spouse and child of disabled veterans, to have tuition waived for enrollment in a vocational program or an associate degree, baccalaureate degree or master's degree program at community colleges, public universities and the Oregon Health and Science University. Prohibits the reduction of the amount of tuition that is waived by the amount of scholarships, grants or other aid a qualified student receives. Declares an emergency, effective on passage.

The Act makes changes to what a court can order with regard to the parties' property rights while a case to end the marriage is pending. (Flesch Readability Score: 66.5). Modifies the court's authority regarding the parties' property rights while a proceeding to terminate a marriage is pending.

Tells the PUC to look at the economic impact of a proposed residential rate or schedule of rates. Allows the PUC to adjust rates to mitigate an increase. (Flesch Readability Score: 65.7). Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.

This Act changes some fees charged by DOGAMI and tells DOGAMI to give a report on mined land to the legislature each year. (Flesch Readability Score: 65.7). Modifies certain fees charged by the State Department of Geology and Mineral Industries. Requires the department to annually report on the mined land regulatory and reclamation program.

Gives students money for school, creates standards for a high school degree, takes away the cap for virtual schools and allows students to go to school in other districts. (Flesch Readability Score: 63.6). Establishes the Oregon Empowerment Scholarship Program for the purpose of providing options in education to certain students of this state. Restricts the percentage of students from each school district who may enroll in the program for the first 10 years. Requires a student to demonstrate proficiency in specified Essential Learning Skills prior to the student being awarded a high school diploma or a modified diploma. Applies to diplomas awarded on or after January 1, 2026. Removes the requirement that a student must receive approval from the student's resident school district before enrolling in a virtual public charter school that is not sponsored by the school district if a specified percentage of students in the school district already are enrolled in virtual public charter schools that are not sponsored by the school district. Establishes the open enrollment process for school districts to allow students to attend schools in a nonresident school district with the consent of the receiving school district. Declares an emergency, effective on passage.

The Act makes a division in OSP to deal with marijuana grows that are illegal. (Flesch Readability Score: 67.5). Establishes a division in the Department of State Police to enforce laws related to illegal marijuana cultivation.
