The Act says that a portion of dividends paid by SAIF must be redirected into a fund for disaster preparedness. The Act creates a board to advise on how the fund is used. (Flesch Readability Score: 72.1). Provides that a percentage of dividends paid by the State Accident Insurance Fund Corporation are redirected to a fund for catastrophic disaster preparedness. Creates an advisory board to advise on expenditures from the fund and on other policy improvements. Directs the advisory board to make recommendations on or before February 1, 2027.

Creates a tax credit for the amount paid for transmission services for solar or wind power or power storage. (Flesch Readability Score: 62.8). Creates an income or corporate excise tax credit for the amount paid by an owner of an eligible generation facility for transmission services. Directs that the amount paid, for purposes of the tax credit, shall be calculated as the sum of amounts paid by the owner to the Bonneville Power Administration or an electric utility for up to 600 megawatts of the eligible generation facility's nameplate capacity and to other parties. Requires a taxpayer to first receive a final written certification from the State Department of Energy to claim the tax credit. Allows a taxpayer to apply for a preliminary certification of an eligible generation facility prior to, during or after construction of the facility. Applies to all tax years beginning on or after January 1, 2026[, and to eligible generation facilities first placed in service on or after January 1, 2026, and before January 1, 2032]. Tells a state agency to do a study about how to make sure that contractors do the work on construction projects that they are supposed to do. (Flesch Readability Score: 63.4). Requires the Oregon Department of Administrative Services to study alternative methods to implement retainage provisions in public improvement contracts. Permits the department to grant automated vehicle manufacturers that are testing highly automated vehicles exemptions to state equipment requirements. Imposes a civil penalty for testing a highly automated vehicle without a testing permit. Requires automated vehicle manufacturers to provide to the department reports on collisions and necessary disengagements that involve highly automated vehicles. Creates the offense of testing a highly automated vehicle without a testing permit or sticker. Punishes by a maximum fine of $500. Defines "testing operator" to include both an onboard operator and a remote operator of a highly automated vehicle. Requires a testing operator to monitor the operation of a test vehicle at all times and to be prepared to take control of the test vehicle if necessary. Identifies the testing operator as the operator or driver of a highly automated vehicle for purposes of certain provisions. Exempts persons testing highly automated vehicles without an onboard operator on highways of this state from certain provisions of the Oregon Vehicle Code if the manufacturer has a valid testing permit. Directs the department to submit a report on the performance of highly automated vehicle technologies to the interim committees of the Legislative Assembly related to transportation not later than November 15, 2032. Takes effect on the 91st day following adjournment sine die.

The Act gives DHS the option to make a website for child abuse reporting but does not require DHS to do so. (Flesch Readability Score: 71.7). Modifies the centralized child abuse reporting system requirements to allow, but not require, the Department of Human Services to include a website for electronic reports of suspected child abuse. Directs the Oregon Health Authority to establish and administer the Pregnancy Launch Program to provide certain services to specified persons. Prohibits the authority from contracting for the provision of program services with an organization that directly or indirectly promotes, refers for or assists pregnant persons in obtaining abortions. Requires the hotline to automatically connect pregnant persons seeking abortions with organizations providing services through the Pregnancy Launch Program.
