This Act changes Willamette Falls Locks Authority laws and says that bonds can be issued. (Flesch Readability Score: 67.5). Modifies provisions related to finances, public contracting authority and composition of Willamette Falls Locks Authority. Authorizes the issuance of lottery bonds and directs that the net proceeds be distributed to the authority. Takes effect on the 91st day following adjournment sine die.

Establishes that the program becomes operative on January 1, 2045. Establishes the Guaranteed Opportunity Program Implementation Fund. Requires the Higher Education Coordinating Commission, on the effective date of the Act, to begin the process of developing the policy and rules necessary to implement the Guaranteed Opportunity Program. Requires the commission to submit a report regarding the progress on the development of policy and rules to committees related to public finance and higher education during the 2026 and 2027 regular sessions of the Legislative Assembly. Establishes the Task Force on Implementing the Guaranteed Opportunity Program. Requires the task force to determine the amount of moneys the program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on the operative date of the Guaranteed Opportunity Program and analyze the methods for preventing bad faith participation of participants in the program. Sunsets the task force on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

This Act gives money to counties and OPB for the emergency alert system. (Flesch Readability Score: 63.4). Appropriates moneys from the General Fund to the Oregon Military Department for distribution to counties for the purpose of acquiring analog encoders for transmission of information to broadcasters in case of an emergency. Appropriates moneys from the General Fund to the department for distribution to Oregon Public Broadcasting for the purpose of upgrading, repairing or replacing elements of its signal distribution system. Declares an emergency, effective July 1, 2025.

The Act allows the ORC to impose civil penalties for certain actions. (Flesch Readability Score: 60.7). Authorizes the Oregon Racing Commission to impose civil penalties for certain violations of animal racing law.

The Act says that a defendant wearing a mask during a crime for specified reasons can increase the sentence. (Flesch Readability Score: 62.8). Requires the court to consider the defendant having a concealed face during the crime, with the intent to avoid arrest or facilitate the commission of the crime, as aggravation for sentencing purposes.

Provides money for an after-school program at OIT. (Flesch Readability Score: 61.2). Appropriates moneys from the General Fund to the Higher Education Coordinating Commission for distribution to the Oregon Institute of Technology for an after-school program. Declares an emergency, effective July 1, 2025.

This Act requires the OHCS to study homelessness. (Flesch Readability Score: 61.2). Requires the Housing and Community Services Department to study homelessness and submit findings to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026.

Directs the Oregon Public Defense Commission to study best practices to improve the provision of public defense services within this state, and provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. The Act says that license agents under the wildlife laws have to provide paper copies of licenses, tags and permits upon request. The Act says than a fish and wildlife agency cannot make a person use an online system in order to buy or use a license, tag or permit. The Act says that certain license agents can keep the full amount of agent fees. (Flesch Readability Score: 65.1). Directs the State Fish and Wildlife Commission to require license agents to issue paper copies of licenses, tags and permits under the wildlife laws upon request. Prohibits the commission from requiring a person to participate in an electronic licensing system in order to purchase or use a license, tag or permit. Increases the portion of a fee for issuance of a license, tag or permit under the wildlife laws that certain license agents may retain.

The Act would set up a means for the former owners of foreclosed real property to get the surplus after the property is sold by the county. (Flesch Readability Score: 60.3). Provides for a process by which former owners of real property deeded to the county for delinquent property taxes may claim the surplus value after the property has been disposed of by the county. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Criminal Justice Commission to study the use of technology in improving the efficiency of criminal proceedings, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026.
