The Act provides that payment for loss or injury to livestock or working dogs must be based on a multiplier of fair market value. The Act caps payment. The Act removes payment for lost livestock. Tells the Secretary of State to get data about a person's background if the person tries to register a business in this state and wants to give the data. Lets the Secretary of State share the data with some people, but says to keep it secret otherwise. (Flesch Readability Score: 60.5). Requires the Secretary of State to collect, and share with state agencies, small business development centers and certain organizations, information about the ethnicity, gender and veteran status of an owner or principal of a business that applies for, [or] renews or updates a business registration in this state, if the owner or principal chooses to provide the information. Prohibits the Secretary of State from mandating an owner or principal to submit the information as a condition of applying for, [or] renewing or updating a business registration. Exempts the information from disclosure as a public record. Becomes operative January 1, [2028] 2026. Takes effect on the 91st day following adjournment sine die.

The Act gives money to OHA to pay for some of the costs of the program in which nurses visit families while a parent is pregnant and for two years after that. (Flesch Readability Score: 63.4). The Act forbids local governing bodies from limiting in certain ways where some places can be built. Prohibits local governments from imposing certain restrictions on the siting of residential treatment facilities in certain areas.

The Act would put in the constitution a state tax on property to fund public safety. (Flesch Readability Score: 63.6). Proposes an amendment to the Oregon Constitution requiring the Legislative Assembly to create an administrative authority for funding public safety in this state. Directs the Legislative Assembly to impose a state property tax to fund public safety in this state. Allows the Legislative Assembly to delegate to the administrative authority the authority to implement the tax. Provides that the tax would not be subject to Article XI, section 11, of the Oregon Constitution (Ballot Measure 50) (1997), or Article XI, section 11b, of the Oregon Constitution (Ballot Measure 5) (1990). Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

The Act requires DHS to set up a task force and come up with a plan for a program that allows people who receive SNAP aid to be able to use the aid to buy hot foods and hot foods that are ready to eat. Permits a person who wants to build a battery energy storage system (BESS) to choose to use EFSC for the siting of the BESS. Permits the ruling body of a local body after talking with the person who wants to build a BESS to choose to use EFSC for the siting of the BESS. Permits a BESS to be built and run without its own site certificate if the BESS is subject to the site certificate of another energy facility. Defines BESS. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 64.0). Permits a developer of a facility or the governing body of a local government after consulting with the developer to elect to defer regulatory authority to the Energy Facility Siting Council for the siting of a battery energy storage system. Permits a battery energy storage system that is under the regulatory authority of the Energy Facility Siting Council to be constructed and operated without a separate site certificate if the battery energy storage system is subject to a site certificate for another energy facility. Defines "battery energy storage system." Takes effect on the 91st day following adjournment sine die.

This Act directs OSU to study PFAS in biosolids that are spread on farm fields that do not produce crops for human food. The Act directs OSU to submit a final report by Sept. 1, 2027.
