Urge Congress to implement a zero-based budgeting process

To amend sections 3317.02, 3317.022, 3317.03, and 5747.75 and to enact sections 3310.21, 3310.22, 3310.23, 3310.24, 3310.25, and 3310.26 of the Revised Code to establish the Nonchartered Educational Savings Account Program and to make an appropriation.

To amend sections 151.01, 151.08, 164.03, 164.08, 3318.042, 3318.49, 3343.05, 5751.02, and 5751.20 and to enact sections 3318.33 and 3343.11 of the Revised Code and to amend Sections 357.09, 357.15, 357.16, 357.24, 357.28, 357.34, 357.36, 371.10, 371.20, 373.10, 373.15, 387.10, and 387.13 of H.B. 730 of the 136th General Assembly and Section 200.30 of H.B. 2 of the 135th General Assembly as subsequently amended to make capital appropriations for the biennium ending June 30, 2028, and to declare an emergency.

To amend sections 3310.034, 3310.51, and 3310.52 of the Revised Code to permit students to concurrently receive an Educational Choice scholarship or Pilot Project scholarship and either an Autism or Jon Peterson Special Needs scholarship and to make an appropriation.

To declare the General Assembly's intent to establish a new school financing system that provides a statewide per-pupil funding payment to public and chartered nonpublic schools based on a single statewide property tax and increased state sales tax.

To amend sections 3314.03, 3326.11, and 3328.24 and to enact section 3313.88 of the Revised Code to enact Alyssa's Law to require public and chartered nonpublic schools to implement a wearable panic alert system and to make an appropriation.

To amend sections 124.1310, 323.151, 323.152, 323.153, 3737.22, 3901.86, 4113.41, 4765.01, 4765.55, 5747.08, and 5747.98 and to enact sections 3333.27, 4765.551, 4765.61, 5747.87, and 5747.88 of the Revised Code to make changes regarding volunteer fire departments and volunteer firefighters and to make an appropriation.

To amend sections 1715.51, 3315.10, and 3315.41 and to enact sections 3314.55, 3315.43, and 3326.53 of the Revised Code to permit community foundations to create component funds of any charitable funds received by public schools and to classify some funds held by a community foundation as institutional funds.

To amend sections 3781.06, 3781.061, and 5713.30 of the Revised Code relating to temporary greenhouses and building codes, to establish the Urban Farmer Youth Initiative Pilot Program, to codify certain property tax requirements for agricultural land, and to make an appropriation.

To enact section 3318.72 of the Revised Code regarding school district acquisition of preschool classroom facilities.

To create the Workforce Investment Now (WIN) for Child Care pilot program to provide publicly funded child care to child care staff members and to make an appropriation.

To enact sections 3301.96 and 3333.89 of the Revised Code to establish the Foster-to-College Scholarship Program, to require the Department of Education and Workforce to hire a full-time school foster care liaison, and to make an appropriation for the Foster-to-College Scholarship Program.

To enact section 122.1712 of the Revised Code to create the Ohio Israel Trade and Innovation Partnership and to make an appropriation.
