Encourage DD boards adopt an advisory board of self-advocates

To amend sections 5126.15, 5180.31, and 5180.32 and to enact section 5126.16 of the Revised Code to require county boards of developmental disabilities to provide early intervention services to eligible children.

To enact section 5.2544 of the Revised Code to designate May 15 as "Foster Youth Bill of Rights Awareness Day."

To amend section 5103.17 and to enact sections 3107.018, 3107.019, 5103.171, and 5180.23 of the Revised Code regarding availability of information on and advertisement of adoptable children.

To enact section 5180.23 of the Revised Code to require the Children and Youth Advisory Council to develop a plan to establish a universal home visiting program for parents and caregivers of children and to name this act the Family Home Visits Act.

To amend section 5104.02 of the Revised Code to exempt from licensure family child care providers certified by a branch of the United States armed forces.

To enact sections 3702.41, 3902.65, and 5119.172 of the Revised Code regarding behavioral health screenings in the perinatal period and to make an appropriation.

To amend section 5104.54 of the Revised Code to modify Ohio's child care cost-sharing program and to name this act the Fair Tri-Share Child Care Program Act.

To amend sections 5104.015, 5104.017, 5104.018, and 5104.019 and to enact section 5104.044 of the Revised Code regarding procedures for inspecting child care providers.

To amend section 5747.01 and to enact section 5180.23 of the Revised Code to establish the At-Home Infant Care Program in the Department of Children and Youth, to exempt payments received under the program from the state income tax, to name this act the At-Home Infant Care Program Act, and to make an appropriation.

To amend Section 423.190 of H.B. 96 of the 136th General Assembly to revise the law governing the Child Care Choice Voucher Program.

To amend sections 2151.412, 2151.421, 2151.423, 2151.429, 2151.467, 2151.468, 2903.01, 2903.11, 2919.22, 2929.13, 2929.14, 2941.1426, 5153.122, and 5153.16 and to enact sections 2151.4211, 2151.4235, 2151.89, and 5180.09 of the Revised Code to enact the Child Protection Reform Act.

To amend sections 3701.351, 3702.30, 4723.01, 4723.02, 4723.03, 4723.06, 4723.07, 4723.08, 4723.271, 4723.28, 4723.282, 4723.33, 4723.34, 4723.341, 4723.35, 4723.41, 4723.43, 4723.431, 4723.432, 4723.481, 4723.483, 4723.487, 4723.488, 4723.4810, 4723.4811, 4723.50, 4723.91, 4723.99, 4731.22, and 4731.27 and to enact sections 5.2324, 3722.15, 4723.53, 4723.54, 4723.55, 4723.551, 4723.56, 4723.57, 4723.58, 4723.581, 4723.582, 4723.583, 4723.584, 4723.59, 4723.60, 4724.01, 4724.02, 4724.03, 4724.04, 4724.05, 4724.06, 4724.07, 4724.08, 4724.09, 4724.10, 4724.11, 4724.12, 4724.13, 4724.14, 4724.15, 4724.16, and 4724.99 of the Revised Code to regulate the practice of midwifery, to establish requirements for freestanding birthing centers, and to designate May 5th as the "Day of the Midwife."

To amend sections 340.02 and 340.036 of the Revised Code regarding the composition of boards of alcohol, drug addiction, and mental health services and regarding board contracts.

To amend sections 2151.27, 2151.31, 2151.419, 2152.72, 3109.58, and 3109.68 of the Revised Code to require a public children services agency to take immediate custody of specified children who cannot be released to a parent, guardian, or custodian.
