Qualifies the permitted use of proceeds from the lease of lands located at the state university of New York at Purchase shall go to New York state resident students who are eligible to receive a federal Pell grant.
Prohibits the state university of New York from contracting out to the ground lessee or any subsidiary of the ground lessee or the research foundation for the state university of New York for any services or privatize any services currently being performed by employees in the unclassified service at the state university of New York at Albany.
Requires each institution within the state university of New York and the city university of New York offering in-person student instruction to have at least one vending machine making emergency contraception available for purchase.
Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state with an emphasis on small businesses and the need to shop in downtown local areas; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.
Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York to the extent of three academic credits per year, and 6 credits in the aggregate; provides that no fee, tuition or other charge shall be assessed against a volunteer firefighter or emergency medical technician who qualifies for such credit; directs the board of trustees of the state university and the city university of New York to adopt necessary procedures.

Enacts the "New York saves lives act" to authorize any New York state resident aged sixteen and older to register as an organ, eye and tissue donor through the New York state donate life registry; adds a New York state donate life registry option on admission applications to the state university of New York and the city university of New York.

Expands eligibility for admission to New York state veterans' homes to certain veterans who have an immediate family member who shall have been a resident of this state for six months prior to the date of application for admission; defines an immediate family member to include a spouse, or a birth or adoptive parent, child, sibling, stepparent, stepchild, stepsibling, grandparent and grandchild; requires, where applicable, the immediate family member of a veteran applicant to file an affidavit of New York state residence; authorizes veterans with an immediate family member who has been a New York state resident for six months to be entitle to admission to the Long Island state veterans home at Stony Brook university.
