Requires that the governor, temporary president of the senate and senate minority leader jointly develop a questionnaire to be filled out and completed by any applicant for appointment to an office by the governor by and with the advice and consent of the senate; makes related provisions.
Establishes a committee to examine the state industrial code and recommend any changes that need to be made; requires a report to be sent to the governor, the commissioner, the temporary president of the senate, the speaker of the assembly, the senate minority leader and assembly minority leader on any changes that need to be made to the state industrial code.

Expands approval power for actions taken at meetings of the New York state energy research and development authority to include the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly.
Creates the non-partisan legislative budget office; directs such office shall provide information to legislative committees of the senate and assembly with respect to the state budget, appropriation bills and other bills providing budget authority or tax expenditures; requires such office to report to the temporary president of the senate, the senate minority leader, the speaker of the assembly and the assembly minority leader.
This concurrent resolution authorizes Congress to assemble at a place outside Washington, DC, during the 119th Congress if the Speaker of the House and the Senate Majority Leader agree that it is in the public interest.
