Waives tuition requirements for nonresident pupils if the nonresident pupil is enrolled in a school where the pupil's parent or guardian is a principal, a teacher or a paraprofessional or the nonresident pupil is enrolled at another school within the same district as a school where the pupil's parent or guardian is a principal, a teacher or a paraprofessional.
Enacts the Educational Rights Transparency for New York Families Act, to establish standards for resource based educational rights of students within the state and implement a system of self-assessment and reporting by schools and school districts.

Provides alternative retirement benefits for the police force at Erie County Medical Center; provides a qualifying member shall receive a retirement allowance consisting of a pension equal to one-fiftieth of their final average salary for each year of qualifying creditable service.
Requires all dwellings in projects located within the state to include braille labeling on all room numbers, elevator buttons, and directional signage in common areas in such dwellings.
Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.
Provides that it shall be a defense to any prosecution for a violation of a bus lane restriction pursuant to a bus rapid transit program when an employee of the metropolitan transportation authority is performing authorized duties on behalf of such authority and is operating an authorized employer motor vehicle in the bus lane at the time of the violation and conducting lawful business or providing service to an official metropolitan transportation authority vehicle or personnel while in a bus lane.
