Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York; makes an appropriation therefor.
Relates to delaying the implementation of class size reduction plans and including additional exemptions to class size targets; provides such plans shall begin in September 2031 and be achieved by September 2036; adds gifted and talented schools and programs, screened admissions schools and programs, portfolio and specialized high schools and advanced placement classes; requires parents at each respective school be included on any discussions regarding class size exemptions.
Expands upon conditions which may be included in an order of protection issued for victims of domestic violence; makes other related alterations relative to the jurisdictions of supreme and family court in such situations; provides for payment of housing costs, compensation for incidental losses, possession of specified personal property, and prohibition of alienation of commonly held specified property.
Authorizes Franklynn Smith, who has been continuously employed as a part-time police officer, to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer with the village of Perry.
Provides for the reestablishment of the Westchester Parkway Commission, to advise the commissioner of transportation regarding the operation and maintenance of the special parkways within the county of Westchester.
Provides that every health insurance policy which provides coverage for hospital, surgical or medical care shall provide coverage for the standard diagnostic testing for ovarian cancer upon the recommendation of a physician; provides that such standard diagnostic testing shall include a pelvic examination, a sonogram and a CA 125 blood test and related laboratory and diagnostic services.
Prohibits the possession of concealed firearms in any national park or national wildlife refuge system; imposes a civil penalty of not more than $1,000 for a violation thereof.
Authorizes a thirty year retirement benefit for certain members in Nassau county; provides a retirement allowance equal to 60 percent of a member's final average salary.
Authorizes the commissioner of labor and the workers' compensation board to issue stop-work orders; establishes procedure for the issuance of such orders; establishes penalties for failure to comply with such orders.
Authorizes the commissioner of general services to transfer and convey certain lands in the town of Wilton, county of Saratoga, to the Veterans and Community Housing Coalition.
Reduces sales tax on vehicles manufactured in the United States by one percent; provides that the commissioner of taxation and finance shall obtain a listing of such vehicles from the commissioner of motor vehicles yearly.
