Requires insurance companies to reimburse all health care practitioners at the same rate for cervical cytology screening, including the preparation of a Pap smear; prohibits health care practitioners from refusing to provide a Pap smear during a regular annual checkup if such patient has not had a Pap smear done in the preceding twelve months.

Establishes the maximum contaminant level goals (MCLGs) for emerging contaminants; provides that the commissioner of health shall by regulation establish a maximum contaminant level goal (MCLG) for each emerging contaminant for which such commissioner has established; makes related provisions.
Directs the tax levying body of East Ramapo and the East Ramapo Central School District to refund 2024-2025 school taxes collected as a result of an erroneous assertion that the district was facing a severe budget deficit.
Eliminates the requirement that limited liability companies publish their articles of organization and that certain partnerships publish their registrations; establishes the department of state modernization fund.
Provides that the education requirements to be licensed as a professional geologist may be partially substituted by practical experience; relates to the issuance of an identification card as a geologist in training.
Enacts the "elderly abuse protective act" to protect residents 62 years of age or older who suffer abuse or deprivation; requires reports to the commissioner of the office of children and family services of the possible necessity for protective services; specifies action by such commissioner upon receiving such report including evaluation, right of entry, and furnishing of protective services; specifies the authority of the office of children and family services with respect thereto and requires assistance of other agencies in the implementation thereof; provides for judicial and review action against caretakers who abuse elderly; creates statewide central register of elderly abuse; appropriates $600,000 to the office of children and family services.
Establishes a senior housing task force for the purposes of conducting a state-wide assessment of senior housing needs taking into consideration the various geographical areas and different needs of the seniors in those areas and resources available in those different areas.
Requires the New York city housing authority, in reviewing applicants, to grant domestic violence victims the same preference as granted to any other class of applicants.
Requires green lights on municipal snowplows to face in the rear direction; restricts the use of green lights or a combination of green and amber lights on privately-owned vehicles utilized for ice and snow removal; prohibits the use of a device displaying combination green and white flashing lights on privately-owned vehicles utilized for ice and snow removal.
