Provides that when approving proposals to enhance the existing benefits provided by a wetland or to create and maintain new wetland benefits in order to increase the likelihood that a proposed activity will meet the applicable standard for permit issuance, the mitigation may occur within the same watershed as the proposed project.
Directs the secretary of State to issue to the village of Nelliston in the Town of Palatine, Montgomery county, a certificate of incorporation verifying the status of the village of Nelliston as incorporated as a village since 1878.
Authorizes one or more individuals who are under a shared contract to opt-out of such contract without a fee, penalty or charge due to status as a domestic violence victim; prohibits the company from transferring any contractual or billing responsibility of such shared contract to any other account holders on such shared contract; prevents companies from prohibiting a person who has opted-out due to domestic violence status to enter into a new contract.
Directs the New York state energy research and development authority to conduct a feasibility study and prepare a report on the benefits and implementation of carbon recapture.
Provides any entity which leases excavation equipment to the public with the telephone number of the system and a sample or model notice informing lessees of excavation equipment of the system and their responsibilities relating to the protection of underground facilities.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Requires entities that access a consumer's consumer credit report to notify such consumer of their right to obtain a security freeze, in addition to other information necessary to place, temporarily lift or permanently lift such security freeze; prohibits notices to consumers of their right to obtain a security freeze from containing advertising for paid services.
Establishes certain contract requirements involving glazing work; provides that certain contracts over one million and five million dollars that include glazing work to be performed outside of a city with a population of one million or more shall require such work be performed by North American Contractor Certification ("NACC") certified companies; defines glazing work.
Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.

Provides an option for beneficiaries of NYC transit authority members to receive a lump sum equal to the pension reserve where a member who is eligible for a service retirement dies prior to filing for retirement.
Relates to establishing the crime of larceny by cyber extortion which occurs when a person intends to obtain property from another person or entity located in the state of New York through the use of certain malicious software.
Requires the New York City Housing Authority to create policies regarding administrative procedures that conform with Title 42 Sections 13661-13662 of the United States Code and any relevant guidance developed by the Office of Public and Indian Housing of the United States Department of Housing and Urban Development with respect to proceedings involving decisions of the Authority.
