Memorializing Governor Kathy Hochul to proclaim February 4, 2025, as Canada Day in the State of New York, in celebration of this great Empire State's long-standing economic and cultural relationship with Canada
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
Requires individuals who perform compliance functions, duties or tasks to obtain a compliance officer or compliance practitioner license; establishes application and examination requirements to obtain, and continuing education requirements to maintain, licensure; permits the superintendent to issue licensing procedures and to prescribe regulations necessary for the proper supervision of compliance officers and practitioners.
Requires that all felony offenders shall be eligible for parole after serving no more than twenty-five years of their sentence; eliminates the possibility of serving consecutive terms of imprisonment which exceed a twenty-five year sentence.
Relates to the imposition of sales and compensating use taxes with respect to certain aircraft; repeals provisions relating to the exemption from sales and compensating use taxes of general aviation aircraft, and machinery or equipment to be installed on such aircraft.

Directs the commissioner of education to study and report on the provision of services to public school students in grades 8 through 12 by guidance counselors.
Requires the office of children and family services to provide luggage to youth in foster care; provides that such luggage shall be distributed to social services districts for distribution to foster care youth; requires the office of children and family services to submit an annual report to the governor and the legislature about the distribution of luggage to foster care youth.

Prohibits the sale of playground surfacing materials that contain PFAS, PAHs or more than ninety parts per million of lead; requires manufacturers of playground surfacing materials that contain PFAS, PAHs or more than ninety parts per million of lead to provide notice of such fact to distributors and retailers of such materials; provides penalties for violations.
