Enacts the "child survivor privacy act"; provides protections for child victims and child witnesses; restricts information to the public regarding a child witness or child victim's identity or proceeding; defines child witness; provides that whenever practical, the same prosecutor, advocate, and/or social worker shall handle all aspects of a case involving an alleged child victim.

Sets reimbursement rates for essential safety net hospitals at no less than regional average commercial rates for health care services provided by all hospitals in the same geographic region.
Requires notification to insureds that an out-of-network physician may be used in their procedure, test or surgery and such physician's services shall not be covered by their insurance policy; provides such services must be covered if the insured person does not receive notification prior to such services or procedure.
Provides that where the total number of commercial food fish license, commercial crab permits, commercial whelk and conch licenses, and marine and coastal district party and charter boat license applications from persons who were not issued such license in the previous year exceeds the number of licenses that are available, the department of environmental conservation shall randomly select recipients of the available licenses from among those applications received by the first business day of the applicable license year.
Relates to providing additional reimbursement to school districts for expenses incurred for failure to receive timely payments of state aid, including expenses relating to interest payments and ancillary expenses incurred as a result of not having received aid in a timely manner.
