Enacts the consumer protection and automotive transparency act mandating transparency in automotive labeling relating to materials used in motor vehicles.
Removes the residency requirement for all public office positions employed by a county; provides that counties shall have the authority to determine residency requirements for each county job on a county by county basis.
Provides for the establishment and implementation on an ongoing basis of a mental health first aid training program for all current and new police officers and peace officers.
Designates crimes of manslaughter as class A-1 felonies when a defendant recklessly or with the intent to cause physical injury causes the death of a child.
Requires the department of agriculture and markets to promote participation in Nourish New York, including financial and technical support, for black, indigenous and people of color site controlled farms.
Requires public officers and public bodies to make reasonable efforts to provide qualified interpreters at no charge for the hearing impaired at public meetings and hearings upon written request to the public officer responsible for the siting of such hearing; requires installation and use of assistive listening devices.
Requires reports of independent medical examinations to be submitted by electronic filing; requires such report to additionally be mailed to the claimant unless the claimant opts out.
Imposes consultation and reporting requirements for municipal corporations resettling, transporting or relocating non-detained migrants to another municipal corporation within the state, which is directed, administered, or funded by the federal government, the secretary of health and human services in the case of minors, the secretary of homeland security in the case of adults, or any municipal corporation within the state or agents thereof.
Expands the definition of crops, livestock and livestock products to include purpose-bred animals raised for research, service animals, working dogs or any working animals in service on a farm.
Exempts railroad rolling stock from sales and compensating use taxes; defines "railroad rolling stock" as a device, which is used exclusively upon stationary rails or tracks to transport goods, commodities, or equipment, including, but not limited to, flat cars, box cars, gondolas, hopper cars, or other freight railroad cars.
Allows a notice of dense breast tissue to be considered a determination of medical necessity for purposes of coverage of breast ultrasounds as recommended by a provider of mammography services.
Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.
