Provides that a plan may not be declared effective for conversion to cooperative or condominium ownership until written purchase agreements have been executed and delivered for at least twenty-five percent of all dwelling units in the building or group of buildings and written consent has been obtained from the bona fide tenants who were in occupancy of fifty-one percent of the dwelling units in the building or group of buildings or development on the date a letter was issued by the attorney general accepting the plan for filing.

Authorizes practitioners in institutional dispensers to dispense controlled substances as emergency treatment for use off the premises of the institutional dispenser; authorizes practitioners to dispense controlled substances for use in maintenance or detoxification treatment to an addict or habitual user.
Relates to the assault of physicians providing direct patient care; provides that assault of physicians shall be assault in the second degree, a class D felony.
Phases out certain reimbursements for expenditures made by or on behalf of social services districts for medical assistance for needy persons, beginning with a 10% reduction for 2025, and ending with a 100% reduction for 2034, and remaining eliminated for each year thereafter.
Enacts the "assuring college campus and educational safety and support (ACCESS) act" relating to harassment of students and applicants at educational institutions; describes the circumstances under which harassment at educational institutions is an unlawful discriminatory practice; describes the circumstances under which an educational institution is deemed to have permitted harassment; describes additional circumstances under which a college or university is deemed to have permitted harassment.
Requires fire-resistant material applicators to undergo training and register with the office of fire prevention and control; imposes fines for violations.
