Improves transparency regarding boards of elections; improves voter centricity; includes boards of elections in open meetings requirements; requires certain notices be given regarding elections; requires additional transparency during the tabulation of votes.
Provides that a person is guilty of criminal impersonation in the second degree when a person pretends to be a servicemember or former servicemember, or a first responder, or as having received a decoration or medal; establishes a stolen valor fee.
Requires the department of financial services publish a report on long-term care insurance rates including historical rates and the dates and amounts of any rate changes.
Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources.
Includes within the class D felony of assault in the second degree, the intentional causing of physical injury to an election officer while such person is performing their assigned duties; amends aggravated harassment and obstruction of governmental administration to include election officers.
Requires the department of corrections and community supervision to establish discharge plans and reentry services for wrongfully convicted individuals upon their discharge which includes housing needs, educational needs, employment needs, medical needs, and specific social service needs.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Provides the temporary president of the senate and the speaker of the assembly the ability to appoint four members each of the state university of New York's board of trustees; reduces the members of such board the governor appoints to seven.
Requires the metropolitan commuter transportation authority to contract with a certified independent public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority to examine redundancies, inefficiencies, and the authority's governance system.
Establishes a moratorium on the adoption and/or implementation of certain local laws or ordinances, or certain rules or regulations, by a city with a population of one million or more, related to achieving certain reductions in greenhouse gas emissions.
Amends the constitution to delete the requirement that registration for purposes of voting be completed at least ten days before election day; provides that laws be made to adequately safeguard against deception in the exercise of the right of suffrage.
Requires appointing authorities to provide appointment and promotion letters when extending an offer of appointment or promotion to a position in the classified service.
Establishes the water resiliency projects fund for flood mitigation, stormwater mitigation and other water related resiliency projects; makes an appropriation therefor.
