Grants retroactive membership with Tier IV status in the New York state and local employees' retirement system to Brian Landers, for his employment with the village of Lindenhurst which commenced June 19, 2006.
Amends early voting provisions; provides that an application for an absentee ballot that does not provide a reason that the applicant is entitled to such a ballot shall be processed as an application for an early mail ballot.
Establishes a supplemental property tax exemption for veterans and certain un-remarried spouses of veterans upon the adoption of a local law, ordinance or resolution.
Provides for the sale of salvaged airbags; allows for the sale of non-deployed recycled airbags in New York, provided that such airbags meet required safety standards.
Decreases the amount of time courts can imprison an individual for the non-payment of child support to five days per each failure to obey any lawful order of support and not to exceed thirty days total; requires courts to order alternatives to imprisonment prior to imprisoning an individual for the non-payment of child support.
Establishes the offense of aggravated murder of a child, aggravated abuse of a child, aggravated manslaughter of a child, and aggravated endangering the welfare of a child; requires the recording of calls to the statewide register of child abuse made by mandated reporters; defines "neglected child".
Enacts the safe housing transfer for domestic violence victims act; ensures safe housing transfers for domestic violence victims in public and private housing; requires landlord response within seven days of a relocation request.
Requires that Miranda rights statements be more specific with respect to the right to counsel; requires inquiry into whether such rights are understood.
Relates to qualified energy storage systems; authorizes energy storage permitting under the office of renewable energy siting and electric transmission.
