Allows individuals to apply to display a symbol on their driver's licenses or state-issued ID cards indicating that the individual has a non-apparent disability to assist law enforcement and emergency personnel in providing appropriate support during interactions.
Requires disciplinary hearings for incarcerated individuals to be recorded with both audio and visual components; requires such recordings to be preserved; directs the commissioner of the department of corrections and community supervision to promulgate rules and regulations for who can access such recordings and when such recordings can be accessed.
Prohibits participation in torture of incarcerated individuals by health professionals; prohibits a health care professional from engaging, assisting or planning the torture of an incarcerated individual; requires health care professionals to report torture.

Expands eligibility for admission to New York state veterans' homes to certain veterans who have an immediate family member who shall have been a resident of this state for six months prior to the date of application for admission; defines an immediate family member to include a spouse, or a birth or adoptive parent, child, sibling, stepparent, stepchild, stepsibling, grandparent and grandchild; requires, where applicable, the immediate family member of a veteran applicant to file an affidavit of New York state residence; authorizes veterans with an immediate family member who has been a New York state resident for six months to be entitled to admission to the Long Island state veterans home at Stony Brook university.
Provides for the employment of school nurses for the inspection of pupils attending certain public schools; relates to school districts and boards of cooperative educational services.
Enacts the "faithless servant reform act", creating a rebuttable presumption of retaliation or discrimination for certain actions of an employer; provides that the employer maintains the burden of proof in certain actions against an employee; limits an employer's remedy of forfeiture against an employee's compensation.
Authorizes insurance policies which provide coverage for prescription drugs where cost-sharing obligations are determined by category of prescription drugs to offer a program to insureds that utilizes rebates or discounts to lower an insured's cost-sharing for prescription drugs if the insured's cost-sharing under such program would be more favorable than the cost-sharing that would otherwise be applicable to the prescription drug.
Enacts the safe housing transfer for domestic violence victims act; ensures safe housing transfers for domestic violence victims in public and private housing; requires landlord response within seven days of a relocation request.
Establishes a co-shelter toolkit of best practices, resources, case studies and other information deemed helpful to inform and encourage the implementation and sustenance of co-shelter models for victims of domestic violence and people experiencing homelessness with companion animals; makes related provisions.
