Establishes an energy project revolving loan program and energy project revolving loan fund to encourage the development of renewable energy generating projects by awarding financial assistance for certain zero-emission energy generation projects.
Provides that in toxic tort cases the date of discovery of the injury by the plaintiff or claimant is presumed to be the date of diagnosis and where the specific toxic etiological cause of injury is not known for up to ten years (instead of five years) after the injury itself is discovered a plaintiff shall have three years to file a claim from the time such specific cause is discovered.
Relates to types of New York grown, produced or harvested milk products included in the definition of surplus agricultural products for the purposes of the Nourish New York program; directs that such term include New York grown, produced or harvested milk, and milk products, including but not limited to two percent fat milk and whole milk.
Relates to permitting the sale or distribution of expanded polystyrene containers that are designed or intended to be used for cold storage for certain tissues, temperature sensitive health and safety samples, cultures, and reagents, and microbial cultures.
Requires electronic benefit transfer systems to allow for benefit recipients to cancel, lock or unlock a card associated with electronic benefit transfer services when fraud has been suspected or reported; amends the effectiveness thereof.
Updates requirements for retail worker employers when developing and implementing programs to prevent workplace violence; clarifies certain provisions of the retail worker safety act.
Requires the installation of smoke detectors in residential buildings with common spaces shared between three or more dwelling units and that such smoke detectors can be heard in such common spaces.
