Implements escalating penalties for vehicles which have been documented multiple times by a photo violation monitoring device for failure to comply with traffic-control indications up to a suspension of a vehicle's registration.
Provides that limited liability for persons held jointly liable shall not apply to parties held liable for failing to provide reasonable security or failing to provide security required by federal, state or local law, rules or regulations.
Provides that the owner, lessee or occupant of premises owes no duty to keep the premises safe for entry or use by others engaged generally in recreational activities.
Requires the state board of parole to include at least one member who is or was a member of law enforcement and at least one member who is a crime victim or crime victim's representative.
Establishes an assumption of the inadmissibility of evidence of a defendant's creative or artistic expression against such defendant in a criminal proceeding; requires the proffering party to affirmatively prove that the evidence is admissible by clear and convincing evidence.
Authorizes a community member who resides in the community, or a community ambassador, to apply for involuntary admission of a person alleged to be mentally ill.
Refers individuals to appropriate service providers that are able to provide services to such individual within seventy-two hours for substance use disorders.
Provides loan forgiveness to credentialed alcoholism and substance abuse counselors (CASACs) who reside in the state and work in a facility licensed by the state.
Requires legislative approval of any increased fees, rental or charges for the use of the thruway; provides that any shortfalls in revenue resulting from a denied proposal shall be made whole by the general fund.
