Prohibits the issuance of violations or tickets during certain weekend hours to residential occupants for violations of the sanitation department regulations regarding placing trash or garbage out for collection earlier than allowed under the city routing system designated hours.
Allows access to sealed records and certain confidential records by the New York city civilian complaint review board in furtherance of the board's duties and functions.
Requires Richmond County to establish a hazards annex to the Richmond county emergency management plan for certain fixed energy storage facilities to ensure that Richmond County is prepared to deal with the potential dangers, such as high-temperature chemical fires, associated with large scale energy storage facilities, including those placed or planned to be placed in assembly district 63.
Requires the sanitation department of the city of New York to provide owners, lessees or persons in charge of a premises at which a violation of the city solid waste disposal law is alleged to have occurred with a photograph of the materials, condition or situation constituting the violation.
Requires the city of New York to consult with the community board of the district and all local elected officials where a proposed homeless shelter or use of commercial hotel space to shelter homeless individuals shall be located, at least three hundred sixty-five days beforehand.
Directs a study on the feasibility and impact of urban consolidation centers and facilities that combine multiple deliveries from different suppliers to a central location to be delivered inside the service area, and shared use locker technologies as final delivery locations.
Provides that bicycle operators and the businesses affiliated with such operators shall be liable for such operator's failure to carry an identification card or certain other violations regarding the use of a bicycle for commercial purposes; changes violations for the failure to carry an identification card or certain other violation procedures and fines by a commercial bicycle operator.

Requires eligible agencies that receive state funding for universal prekindergarten located in a city with a population of one million or more to accept administration for children's services child care vouchers if such eligible agency is a licensed or registered child care setting.
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
