Directs CHIPS funds to be used for the purpose of constructing or maintaining bicycle paths, Greenway trails, and other multi-use trails.

Funds for Trails and Greenways
Requires the registration of bicycles with electric assist used for commercial purposes; provides liability of employers for certain violations.
Authorizes the use of class one bicycles with electric assist on certain preserves, parks, and other state lands that the department of environmental conservation has authorized the use of bicycles without electric assist; provides that such class one e-bikes be authorized for such use in the same locations and manner as such bicycles without electric assist are authorized to be used.
Requires that vehicles yield the right of way to multi-use trails that cross roadways.
Requires slow-moving traffic, trucks, buses, and other certain vehicles use the right two lanes of a multilane roadway and requires all lanes other than the right most two lanes on a multilane highway to be marked with "NO TRUCKS OR BUSES".
Reclassifies electric bicycles; establishes certain regulations for electric bicycles, motorized bicycles, storage batteries, and charging systems.
Requires the department of transportation to study the regional fairness of state funding for local roadway paving purposes, including but not limited to the Consolidated Local Street and Highway Improvement Program (CHIPS), State Touring Routes program, PAVE-NY, Pave Our Potholes (POP), and other existing local roadway aid programs, and to make recommendations concerning the reinstatement of the suburban highway improvement program (SHIPS) funding program.
