Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the influence of any drug, intoxicant, or other substance to a degree which rendered the victim temporarily incapable of appraising or controlling such person's conduct and such condition was known or reasonably should have been known to a person in the actor's situation.

Establishes the crime of voyeurism in the first and second degree which is defined as when someone for their own amusement, entertainment, profit, sexual arousal or sexual gratification trespasses or uses an instrument to observe for the purpose of viewing a person dressing or undressing or the sexual or other intimate parts of such person at a place and time when such person has a reasonable expectation of privacy, without such person's knowledge or consent.
Increases the mandatory surcharge and the crime victim's assistance fee which is levied upon any person convicted of a crime or violation in this state; creates a crime victim's lien which allows such recovery against a convicted offender in the amount of the unpaid portion of the mandatory surcharge or the crime victim's assistance fee; creates a crime victim's assistance account.
Requires employment entities to engage in cooperative dialogue with persons requesting reasonable accommodations, or who such employment entities reasonably should have known may require such reasonable accommodations, due to disability, religion, or status as a victim of domestic violence.
Establishes hate crimes against police officers; defines such crimes as committing murder in the first degree, aggravated murder, or murder in the second degree against a police officer and the victim is chosen because they are a police officer.

Hospitals; require those with ERs to have trained personnel on duty to conduct examinations of victims of sexual assault.
