Provides that an applicant for the cooling assistance component of the home energy assistance program shall not be required to demonstrate that the household contains at least one person with a documented medical condition that is exacerbated by extreme heat to be eligible for a cooling assistance component benefit.

Prohibits the sale of playground surfacing materials that contain PFAS, PAHs or lead; prevents sellers of playground surfacing materials that contain PFAS, PAHs or lead from being held in violation when relying in good faith on a certificate of compliance provided by the manufacturer; provides penalties for violations.
Permits students diagnosed with asthma, a condition that may lead to bronchospasm or anaphylaxis, or both, to carry and self-administer asthma medication or auto-injectable or intranasal epinephrine, or both.
