Authorizes the department of motor vehicles to issue standard drivers' licenses; restricts what information can be retained and given out on those applying or holding standard drivers' licenses.
Directs the commissioner of DMV to establish a sex trafficking awareness and prevention program to provide education and awareness literature and educational materials to trade schools, community colleges, agencies, public or private schools or persons offering instruction in the operation of commercial motor vehicles with a commercial motor vehicle license and requires applicants for commercial driver's licenses submit a certificate for completion of such program.

Bill Young Cell Transplantation Program and the national marrow donor program at the time of application for or renewal of a driver's license or non-driver identification card; directs the commissioner of motor vehicles to establish a process by which the department of motor vehicles shall refer driver's license and non-driver identification card applicants who consent to having their information shared with the C.W. Bill Young Cell Transplantation Program and the national marrow donor program for the purposes of receiving information from such programs about enrolling as a potential donor.
