Relates to eliminating coal burning and coal use; provides that after December 31, 2024, the burning of coal is prohibited in a number of instances; provides certain exemptions.

Enacts the "gas tax holiday act"; provides that from the first of the month after the effective date of the section until December 31, 2027 the taxes imposed on retail sales of fuel gas, motor fuel and diesel motor fuel shall be exempt from certain taxes.
Provides that elections to fill an increased number of seats on a school board will be conducted at the first annual meeting after the meeting during which number of seats was increased.
