Relates to requiring elected officials for certain elected offices to post certain information regarding contributions on such candidate's campaign website; requires the listing of donor names, and the amount of donor contributions of each donor for every contribution in excess of two hundred fifty dollars.
Requires additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or their employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid; provides for the disposition of campaign funds.
Limiting contributions under the campaign finance act made to political committees for the purpose of independent contributions and requiring the accounting, reporting and auditing of such independent contributions.
Authorizes the expenditure of contributions received by a candidate or a political committee for security expenses incurred to address ongoing dangers and threats to a candidate, the campaign staff for such candidate, or the candidate's immediate family related to the status or activities as a candidate for elective office or holder of elective office.

Establishes a defined contribution plan for all non-civil service appointees and elected officials of the New York state and local employees' retirement system who are not yet vested in a state retirement system or who are hired after the effective date of this section; authorizes elected officials to join such defined contribution plan; defines terms; provides for contributions to such defined contribution plan; authorizes the promulgation of any necessary rules and regulations.
Increases the cap on the credit for contributions to certain funds for contributions to the SUNY Impact Foundation from ten million dollars to twenty million dollars.
